This document presents the results of a survey that was conducted to examine the status of information and communications technologies (ICTs) in technical and vocational education and training (TVET) in nine South-Eastern European countries (Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Former Yugoslav Republic of Macedonia, Republic of Moldova, Romania, Serbia and Montenegro, and Turkey). The survey looked at ICTs for teaching and learning; the specialised use of ICT-mediated learning in TVET; using ICT for program support in TVET; issues regarding the use of ICTs in TVET; the effectiveness of ICT-mediated learning; the integration of ICT-mediated learning in TVET; and international cooperation in using ICTs. The paper takes into discussion the issue of quality of higher education services, from the perspective of graduates and employers as main beneficiaries of higher education services, by putting face to face expectations of students at graduation with employers’ requirements. In the two surveys conducted in 2006 in Romania, both graduates and employers have been asked about skills and abilities developed through higher education programmes and the extent to which these correspond to their expectations and requirements. The discussion is relevant to the vast literature presenting the skills debate, employment and graduates transition to the labour market, as well as to the literature presenting students’ expectations from higher education.

Transition has involved major job destruction and creation. This paper examines the skill content of these changes using a detailed three country firm survey. It shows that transition has exerted a strong bias against unskilled labour who have lost employment disproportionately. Moreover, job creation in new firms tends to be biased against workers with low educational attainments and skills. The skill content of blue collar work has also shifted upwards. Although there is variation across the sampled countries, these appear to be common features. They will have major longer run implications for the level and structure of employment and for inequality through the distribution of earnings.

In 1997 the Council of Europe’s Legislative Reform Programme (LRP) and the European Training Foundation (ETF) agreed to undertake a joint survey on tertiary professional and vocational education in central and eastern Europe. The aim of this study is to explore the educational opportunities provided beyond secondary education in central and eastern European countries which emerged both in efforts to upgrade and raise the quality of vocational education and to establish alternatives to university programs. The study aims to provide an overview of: (1) the patterns of tertiary/postcompulsory education that actually emerged, the enrolment figures, institutional structures, the educational programs, and the ways the programs aim to prepare for subsequent work; and (2) the steering of tertiary/postcompulsory education: the legislation; the role of government in the coordination and supervision of the system; the internal administration; the cooperation between the educational institutions and the world of work; and the modes of assessment of tertiary/postcompulsory education institutions and programs. The survey questions centred around nine themes: (1) statistical information; (2) legal basis and supervision; (3) administration, funding and staff; (4) entry requirements and admission; (5) curricula, teaching and learning, examinations; (6) qualifications or credentials and their professional and academic value; (7) links to the unemployment system; (8) implementation of the reforms since the early 1990s; and (9) recent reform debates and expected future developments.
Information was provided on tertiary education from Albania, Armenia, Belarus, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, the Russian Federation, Slovenia, the Republic of Macedonia, the Ukraine, Austria, Finland and Switzerland. Show less

For over ten years, the dynamic management of people's vocational pathways and transitions has been attracting the close attention of European social and political players. In this context, non-formal and informal learning (NFIL) practices, as well as the possibility of NFIL recognition and validation, can benefit a wide range of social groups, in particular the most vulnerable, and contribute towards correcting educational inequalities. They can also have a significant impact on the whole system of access to knowledge, skills and competences within companies and on the labour market. This book presents and updates the contents of a project conducted by a team from Groupe ALPHA for the European Trade Union Confederation (ETUC) on NFIL practices and challenges in the EU, including a direct survey of ten Member States.

The second survey of continuing vocational training (CVTS2) was launched by the European Commission and follows on from the first survey conducted in 1994 of the Member States of the European Union. The second survey was conducted in 2000 and 2001 in all the Member States, Norway and nine candidate countries (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, the Pomorskie region of Poland, Romania and Slovenia). Enterprises participating in the survey provided comparable statistical data on the forms, content and extent of continuing vocational training at work, the supply of, and demand for, vocational knowledge and skills, inhouse training resources and the use of external training providers, and key data for analysing the costs of continuing training. The funding structure of CVT courses provides key evidence of enterprise commitment to investment in the continuing training of their staff as well as the significance of CVT measures on the demand side of the labour market. This publication presents survey outcomes on the costs and funding of CVT courses in 21 European countries. The data for Greece, France, Italy and the UK were not available at the time of publication. The survey results revealed: (a) highest expenditure per staff member on CVT in large enterprises and in the ‘financial intermediation’ sector; (b) European enterprises invested between 0.5% and 3.0% of labour costs on CVT; (c) payments to external training providers made up the largest share of the direct costs of CVT courses; and (d) little promotion of CVT courses in enterprises through public training funds or subsidies.

Embedded in the particular model of work organization of digital labour platforms, platform workers face several hurdles discouraging them from becoming trade union members. These relate to algorithmic management, regulatory arbitrage regarding the employment arrangements and the promotion of an entrepreneurial orientation among platform workers. Nevertheless, based on data from a representative survey in 14 European countries, union density in the platform economy stands at 13.4 per cent. This should be interpreted as a kind of 'platform unionism' that exists by coincidence, however, as union membership is most likely rooted in the labour market status of platform workers in the conventional economy. Compared to the general population, platform workers have stronger pro-union attitudes and are more receptive to union membership. Probably partly reflecting difficulties in the ability to unionize, there is still a gap, though, between attitudes and willingness to unionize: whereas about two-thirds of platform workers hold positive attitudes towards unions, only over a quarter state that they would like to join a union. Apart from those positive pro-union attitudes, the propensity to unionize also seems to be determined by engagement in offline networks that promote a social norm of union membership and online participation in digital work-related communities. While these findings could inform union recruitment and organizing strategies, it is needless to say that the heterogeneity of the platform workforce, strongly influenced by the different ways in which workers participate in the platform economy, requires at the same time tailor-made strategies.

The second survey of continuing vocational training (CVTS2) was launched by the European Commission and follows on from the first survey conducted in 1994 of the Member States of the European Union. The second survey was conducted in 2000 and 2001 in all the Member States, Norway and nine candidate countries (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, the Pomorskie region of Poland, Romania and Slovenia). This publication provides information on the amount of working time invested by enterprises in their employees’ continuing vocational training (CVT). Hours spent in CVT courses as a proportion of total working hours in all enterprises (course hours per 1000 working hours) is an important indicator in determining the overall effort devoted to CVT in enterprises. Another major indicator is the number of course hours per participant which show the intensity of continuing training. Both these indicators together reflect the willingness of enterprises to devote working time to the CVT of their staff and the opportunities that enterprises had to do so. Survey results revealed that: (1) large enterprises invested considerably more working time in their employees’ CVT than small and medium-sized enterprises (SMEs); (2) an above-average amount of working time was devoted to CVT in the area of ‘financial intermediation’ even in countries with a low level overall; (3) there was no significant difference in the intensity of CVT between men and women; and (4) above-average training intensity in the services sector. Enterprises participating in the survey provided comparable statistical data on continuing training in the workplace, the supply of, and demand for, vocational knowledge and skills, the need for continuing training and the forms, contents and scope of continuing training, inhouse training resources and the use of external training providers, and the costs of continuing training. This publication provides key information on providers and fields of CVT in 21 European countries. The data for Greece, France, Italy and the UK were not available at the time of publication. Survey results indicated that private training providers were responsible for the highest proportion of CVT course hours in most countries although specialised training institutions were more prominent in candidate countries. CVT in the fields of engineering and manufacturing and computer science/computer use were most important in enterprises.

The second survey of continuing vocational training (CVTS2) was launched by the European Commission and follows on from the first survey conducted in 1994 of the Member States of the European Union. The second survey was conducted in 2000 and 2001 in all the Member States, Norway and nine candidate countries (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, the Pomorskie region of Poland, Romania and Slovenia). This publication gives some initial key information on continuing in-service training in the nine candidate countries for the European Union (EU). A total of 26000 enterprises participated in the survey and provided comparable statistical data on the forms, content and extent of continuing vocational training at work, the supply of, and demand for, vocational knowledge and skills, inhouse training resources and the use of external training providers, and key data for analysing the costs of continuing training. The survey results revealed: (a) that CVT is of high importance among enterprises in these countries; (b) that even small enterprises had a strong tendency to offer external CVT courses; (c) the Czech Republic and Slovenia had the highest participation rate for CVT courses; (d) Romania has the highest number of course hours per participant; (e) 0.5% to 1.9% of labour costs were invested in CVT; (f) that staff skill needs matched those of enterprises that do not provide CVT. Results for the Member States of the EU and Norway are indexed at TD/TNC 71.579.
