First survey of continuing vocational training in enterprises in candidate countries (CVTS2)

The second survey of continuing vocational training (CVTS2) was launched by the European Commission and follows on from the first survey conducted in 1994 of the Member States of the European Union. The second survey was conducted in 2000 and 2001 in all the Member States, Norway and nine candidate countries (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, the Pomorskie region of Poland, Romania and Slovenia). This publication gives some initial key information on continuing in-service training in the nine candidate countries for the European Union (EU). A total of 26000 enterprises participated in the survey and provided comparable statistical data on the forms, content and extent of continuing vocational training at work, the supply of, and demand for, vocational knowledge and skills, inhouse training resources and the use of external training providers, and key data for analysing the costs of continuing training. The survey results revealed: (a) that CVT is of high importance among enterprises in these countries; (b) that even small enterprises had a strong tendency to offer external CVT courses; (c) the Czech Republic and Slovenia had the highest participation rate for CVT courses; (d) Romania has the highest number of course hours per participant; (e) 0.5% to 1.9% of labour costs were invested in CVT; (f) that staff skill needs matched those of enterprises that do not provide CVT.
