In previous years TAFE has been included within the annual report of the Ministry of Education. As TAFE is now a department in its own right, a separate annual report is being submitted. This report contains the general and financial information for the financial year ending 30 June 1990, together with an account of operations and achievements in the relevant parts of the academic year 1989 and 1990. The Department of Employment, Vocational Education and Training (DEVET) was established on January 1, 1992 following the amalgamation and abolition of the former Departments of TAFE and Employment and Training. The former Division of Industrial Training was established as the Office of Industrial Training, a sub-department of DEVET, effective from January 7, 1992. The fee-for-service operations of the former Department of TAFE were placed under the auspices of a College of Customised Training, established under the Colleges Act and gazetted on December 13, 1991. An interim council was subsequently gazetted on July 7, 1992 under the Colleges Act. As a Statutory Authority, the college is required to provide a separate annual report. The Department of TAFE was abolished on December 31, 1991. From January 1, 1992 the Departments of TAFE and Employment and Training have merged to form the new Department of Employment, Vocational Education and Training (DEVET). This final annual report from July 1 to December 31 1991 includes the general and financial information for the Department of TAFE, which has a program structure for management of its activities including: (1) skills formation, providing courses for trade, para-professional, fee-for-services training, traineeships and special training and support for disadvantaged groups; (2) community adult education, providing a range of cultural and recreational courses to suit local needs; and (3) policy, research and evaluation support for the efficient and effective delivery of TAFE programs.

Included in the report are the overall organisational structure and scope of operations, illustrated by various graphs, charts and maps, as well as individual reports for each area of the organisation and their initiatives and activities.

The Western Australian Vision of Excellence (WAVE) strategy was a combined effort of the Departments of TAFE and Employment and Training, Ministry of Education and Office of Higher Education, whose objectives were to provide 1991 school leavers with increased options and assistance. Show less
