This report for the Department of Business Innovation and Skills (BIS), argues that boosting the capacity of third sector organisations will have a positive impact on the long term futures of young people who are not in education, employment or training (NEET). For the purpose of this report, the third sector is defined as: non-governmental organisations that are value-driven and that principally reinvest their surpluses to further social, environmental or cultural objectives. The third sector includes voluntary and community organisations, charities, social enterprises, co-operatives and mutuals. Young people NEET are defined as those in the 16-24 age group who are eligible for but not participating in education, employment and/or training. Third sector organisations provide a mixture of support including: information, advice and guidance (IAG) in relation to education, volunteering and employment; practical support for jobs and apprenticeships; support centred around confidence building and personal development through a variety of activities; informal learning opportunities; and opportunities for volunteering.
