A considerable number of German multinational enterprises (MNE) are located in the Greater Shanghai Area. German MNE in the industrial sector show an inclination to export German forms of technical training - more specifically German-style dual apprenticeship training - to their worldwide subsidiaries. Within China, this is especially the case for the Greater Shanghai Area, which has established itself as a 'hotspot' for dual apprenticeship training in the last 15 years. This paper explores what makes the Greater Shanghai Area such a 'hotspot' for dual apprenticeship training - in international comparison - by focusing on factors influencing the spatial agglomeration of dual apprenticeship training activities in this region. The paper finds unevenly distributed institutional resources regarding the attraction of German Foreign Direct Investment as well as unevenly distributed resources at the skill formation system level as important influencing factors. Both factors show 'self-reinforcing' dynamics strengthening already existing spatial agglomeration of dual apprenticeship training activities.

This report presents four country studies (Germany, the United States of America, Singapore and Australia), providing examples of approaches to specialisation within vocational education. For the purposes of this report, specialisation is defined as an instance in which provision of vocational education is focused on meeting the needs of a specific labour market, whether this is defined by employer, region or sector. Within each country study the authors have attempted to develop an understanding of strengths, challenges and success factors relating to the different approaches. They also examine the way in which vocational education is organised and governed in the different case studies, and to what extent the different approaches towards specialisation of education and training are a response to economic requirements and employer needs. In addition, the report considers national and regional elements to each approach, firstly by describing the context of the country as a whole, and secondly, by analysing regionally-based examples of specialisation, and giving consideration to the role played by central government in supporting the regional measures. Within this report, the following regional examples are used: Schleswig-Holstein in Germany, Pennsylvania in the United States of America, and New South Wales in Australia. Singapore is only considered at the national level, as it is a city state with no regional governments. Finally, the report is intended to provide informative examples of different ways in which specialisation works, and to give an indication of the particular social, cultural and economic contexts that contributes to success.

This research arose from work commissioned by the Australian Industry and Skills Committee - in the form of a cross sector project looking at the need for digital skills in a range of manufacturing and related industries. The project was managed by IBSA Manufacturing, a Skills Service Organisation, which provides support to the following Industry Reference Committees (IRCs): Aerospace; Furnishing; Manufacturing and Engineering; Process Manufacturing, Recreational Vehicles and Laboratory; Sustainability; and Textiles, Clothing and Footwear. During the course of the project, national consultations were undertaken with more than 40 representatives from large (often multinational) businesses, small and medium businesses, unions, training providers and other VET sector stakeholders.
Many of the individuals involved in the consultations raised questions about how well the VET sector was prepared for the substantial digital changes impacting on the workforce and the manufacturing sector in particular. They questioned whether Training Packages were sufficiently flexible to meet the needs of the manufacturing sector as it responds to growing levels of digital disruption (or what has been termed the 4th Industrial Revolution, or Industry 4.0). The research undertaken to support the project, also identified a vastly greater number of reports and papers focussed on the challenge of upskilling workers for an Industry 4.0 environment, than in relation to the need for specific digital skills for manufacturing and related workers. This report synthesises the research evidence - in relation to both digital skills and the broader challenges of skilling workers for the Industry 4.0 workplace.

A strong [vocational education and training] VET system is increasingly seen as essential to overcoming the current economic crisis in Europe. VET is seen as a powerful tool to assist in balancing labour market inefficiencies, increasing youth employment possibilities, and reducing skills mismatch. Its inherent flexibility and closeness to the labour market place VET in a good position to contribute to a faster economic recovery and long-term sustainable development. However, crucial for this role is continuous and systematic VET renewal that assures its relevance for the labour market. This publication explores 15 European national approaches to feedback mechanisms between VET and the labour market. It illustrates the diversity of solutions currently applied across Europe and how they are embedded in national traditions and education philosophy. The study asks three fundamental questions: how inclusive are national mechanisms for feedback between the VET system and the labour market; how responsive are existing mechanisms; and how transparent?

The German building and contracting industry is extremely important as an economic sector, a source of employment, a setting for initial and continuing vocational education and training, and an actor engaged in the creation of living and working spaces. In Germany the building trade currently employs a workforce of 1.6 million consisting of two main producer groups, the building construction and the building finishing trades. It accounts for over 11 per cent of the gross domestic product. The building and construction industry is also an important provider of initial vocational training. Despite declining numbers in absolute terms, more young people receive initial vocational training in this industry than in most other sectors. The training rate of 9.4 per cent is also higher than the average for other sectors (cf. BMBF 2005; BMWA 2005). This is explained in good part by the levy-based financing of initial vocational training, which is a long-standing tradition in the building and construction industry. Based on a voluntary agreement between the social partners, all firms in the industry have, since 1976, contributed a levy towards the costs of initial vocational training. The majority of the funding is then paid out by the Sozialkasse der Bildwirtschaft (SOKA-BAU), the German construction industry's 'leave and wage-equalisation fund', to the firms actually providing initial vocational training.

Reforms to the Australian vocational education and training (VET) system over the last 20 years borrowed significantly from the German system. The German VET system has been in force in its current state since 1969 and is based on workplace participation. German employers are heavily involved in the training of 60 per cent of the country's 1.5 million vocational trainees. However, there has been some criticism of the current system in regard to its inflexible delivery and Germany is looking at present at making the system more flexible and accessible. Context: The context for this paper is strongly underpinned by the significance of the integration of education and the world of work, which has been recognised as a key issue for policy, practice and research across Europe and beyond.
Approach: The four interrelated symposium papers focus on the complexities of work-based learning and explore its different configurations. The potential of a social ecological approach for exploring the relationships between work and learning will be considered. The papers will further draw on perspectives from three European countries: Germany, Latvia and the UK.
Findings: Through these three cross-national case studies, the context of the workplace has been considered as a crucial indicator of different dimensions of work-related learning. The papers identify some influential interdependent and embedded processes involved, such as the consolidation of theory and practice, digitalisation, personalised workplace learning patterns and crossing boundaries between different sectors, approaches and learning routes such as work-based and Higher Education. In these processes, the central place of agency of the learning individual, needs to be taken into account, and the social ecological approach provides a useful framework to capture the interdependent, relational and contextually embedded developments involved.
Conclusion: Through these three case studies, this paper aims to facilitate cross-national discussion of the complex nature and changing demands of contemporary work-based learning, particularly highlighting the significance of its inclusive perspective and embedded approaches.

The chemical industry is dependent on continual innovation. The proportion of chemical industry sales devoted to research and development in Europe, which decreased from 2.4 per cent in 1995 to 1.9 per cent in 2002, depends on talented human capital. Since 1996, the numbers of chemistry graduates in the European chemical industry have fallen by about 10 per cent each year. Not only have the number of people seeking chemistry degrees dropped, but more of those completing chemical science degrees are seeking careers outside the sector. This working paper explores, via case studies in Germany and the United Kingdom, the preconditions and structures involved in supporting the entry of qualified people into the chemical industry, and keeping their skills current throughout their careers.
