A model describing the development of curriculum and coursework for dual certification programs in two-year postsecondary vocational education institutions throughout China is described. Dual certification programs allow students to obtain an academic diploma and a national vocational qualification certificate concurrently. Chinese educators and political leaders have engaged critical stakeholders in a three-stage process to develop relevant curriculum and coursework in areas of demonstrated need within local or regional business and industry. The workflow for course development contains multiple quality control aspects designed to ensure that courses address programs goals and, ultimately, prepare participants to meet emerging workplace needs, both academic and vocational.

Massive vocationalisation of secondary school in China has been aimed to improve transition from school to work and further studies. However, effective realization of this policy depends on the quality of the proposed vocational pathway. In China, school-enterprise cooperation is considered as a key quality factor for the development of vocational education system. This paper reports on the study of 'modern apprenticeship'. The results demonstrate that 'modern apprenticeship' is an effective institutional arrangement for integrating the process of learning and work, and providing effective mechanism for participants to share the cost and benefits of vocational education. Modern apprenticeship can be an effective transfer pathway to solve problems of school-enterprise cooperation, to meet the needs of the economy and society's development.

This occasional paper, the fourteenth in the series, brings together papers and summaries of presentations from the 2015 TAFE Directors Australia national conference, INSPIRE, which was held at The Grand Chancellor Hotel, Hobart from 9–11 September. The presentations included topics related to industry engagement; a market approach to vocational education and training (VET); quality and accountability, diversity of higher education providers, internationalising vocational education qualifications; emerging technologies, and Australia's partnerships with countries abroad. This article is about a case study of school-enterprise dual system in Guangzhou Industry and Trade Technician College (GZITTC). GZITTC has explored a modern apprenticeship called a school-enterprise dual system fit for skill development in China by drawing on the German dual system. GZITTC piloted 13 school-enterprise dual system classes and carried out substantive teaching by selecting famous business representatives as cooperative enterprises. It has been proven that the implementation of the school-enterprise dual system has strengthened the effectiveness and relevance of skill development.

It is difficult to promote modern apprenticeship in developing countries when imperfect vocational education laws, regulations and institutions regulate enterprises. Under this circumstance, this pilot project in Guangzhou tried to train technicians via school-enterprise cooperation with schools taking more responsibilities. Research findings show that three problems should be concentrated on and solved in technician training: the selection of enterprises and learning positions; the evaluation of learning contents; and the recognition of identity of trainees.

This paper introduces an innovative apprenticeship training model which is based on tripartite collaboration of the school, enterprise and industrial base (Industry Association) and was chaired by the proposer. The key points of this paper are about the organizational structure based on 'one council and three committees', the responsibilities of the stakeholders, the method and relationship of tripartite collaboration, the implementation measures of teaching organization of engineering and theory alternation. A set of apprenticeship assessment system based on four dimensions of personal accomplishment, mentality of practitioners, professional experience and job skills is presented in this paper.

Based on a 2013 national survey and 2014 case study, it is clear that in China local governments have made efforts to develop a governance framework for [vocational education and training] VET school-enterprise cooperation to bridge the school-to-work gap. This paper will examine three dimensions of the governance framework: institutional frameworks, organisation frameworks and funding frameworks. The aim of the institutional frameworks is to integrate vocational education into industry development strategy. A VET organisation network provides the platform on which stakeholders can effectively participate in vocational education. While, special enterprise-school cooperation funding provides finance assurance for enterprise-school cooperation.

Industry-school partnerships (ISPs) are increasingly being recognised as a new way of providing vocational education opportunities. However, there is limited research investigating their impact on systemic (organisational and structural) and human resource (teachers and education managers) capacity to support school to work transitions. This paper reports on a government led ISP, established by the Queensland state government. ISPs across three industry sectors: minerals and energy; building and construction; and aviation are included in this study. This research adopted a qualitative case study methodology and draws upon boundary crossing theory to understand the dynamics of how each industry sector responded to systemic and human resource issues that emerged in each ISP. The main finding being that the systematic application of boundary crossing mechanisms by all partners produced mutually beneficial outcomes. ISPs from the three sectors adopted different models, leveraged different boundary crossing objects but all maintained the joint vision and mutually agreed outcomes. All three ISPs genuinely crossed boundaries, albeit in different ways, and assisted teachers to co-produce industry-based curriculums, and share sector specific knowledge and skills that help enhance the school to work transition for school graduates.
