This report presents findings from an evaluation of the Higher Education Transforming Workforce Development Programme. The evaluation was conducted by CFE Research and Consulting (CFE) and the KSA Partnership (KSA) on behalf of the Higher Education Funding Council for England (HEFCE) between September 2010 and July 2011. HEFCE implemented the programme as part of the UK Government's response to the Leitch review of skills. The programme was designed to be part of 'radical approaches that can lead to much higher levels of access to higher education by older people already in the workplace. This means models of [higher education] HE that make available relevant, flexible and responsive provision that meets the high skill needs of employers and their staff'. HEFCE provided funding to support growth of at least 35,000 new entrants to HE that are co-supported by their employers. This funding has supported a diverse range of projects, including two led by Sector Skills Councils, and the HE Academy has developed examples of effective practice and facilitated networking of the project institutions. The report has found that institutions successfully implemented new infrastructure which has led to development of relationships with employers. The report points to areas that need further development if institutions are to continue to develop their activities. Co-funding will be phased out as part of the wider reforms to students fees and finance so those institutions involved in the co-funding model will be required to move to a sustainable alternative.

This paper is based on a visit to California to learn more about approaches there to workforce development, including progression to higher education from vocational or work-related learning pathways. The paper focuses on the role of state and public policy in encouraging workforce development and highlights the role of the community colleges in meeting an expanding role in economic and workforce development in their local economies. Also examined are vocational progression pathways from school to higher education and linkages between education and employers. It also offers some recommendations for English policy makers dealing with education and skills issues. Show less

Responsive interaction between further education (FE) colleges and employers, learners and the wider community, is manifest in enhanced student learning and the ongoing provision of the skilled workforce required by employers. Successful interaction is vital if FE colleges are to play a key role in the economic and social development of the United Kingdom (UK). This document reports on the outcomes of a study to explore the level and nature of interaction between FE colleges and employers, and factors affecting the success of partnerships. The research builds on an earlier project which summarised good practice in the development and management of college-employer interaction. The present study sought to further develop the classification of interactions and criteria for their evaluation, to identify college and employer policies that facilitate effective relationships and factors that hinder success, and to propose strategies to increase interaction and minimise barriers. This report outlines the methodology and the classification of college-employer interaction, describes the changing context of such interactions, details interactions in practice, and concludes with a summary of the main findings and recommendations for improving the responsiveness of interactions. An appendix contains detailed case studies and evidence in support of the report. Show less

Investment in workforce development and adult skills of adults is increasingly seen as vital to the future economy of the UK. If Leitch’s workforce targets, including at least 40% at Level 4 and above by 2020, are to be met, then more mutually responsive and engaged business and higher education relations have to develop.
This report is divided into two main sections. In the first, some conclusions are drawn about the ways in which the higher education sector can provide workforce development solutions which meet business needs, and the factors which have contributed to success in a number of areas. It also discusses where key lessons have been learned and where difficulties still lie. Recommendations are made about how more effective partnership working can develop. This draws off the examples in the second part, which provides more detail on current issues and trends and lessons learned from examples of pilot programmes and initiatives.
