Adult learning today is of strategic importance with individuals everywhere aspiring to improve the quality of their life and living conditions through self-improvement and new skills. The main theme of this book is the challenge of liberating the creative forces. It is based on five years of empirical research involving countries from every region of the world with the aim of providing analytical and operational reference points for players involved in the development and implementation of new adult learning policies. The chapters are: Reconstructing the fragmented world of adult learning; The process of developing and implementing adult learning policies; The four functions of transition policies; Shifting perspectives 1: the development and liberalisation of adults' creative and productive capacities; Shifting perspectives 2: productivity and creativity: rediscovering the actor; The expression and management of social demand; Policies and measures promoting the expression and synergy of learning demand; Learning continuities and discontinuities; The transformation of the state's role; Promoting adult literacy: a revealing field; Conclusion. This paper investigates the link between management practices and workforce skills in manufacturing firms, exploiting geographical variation in the supply of human capital. Skills measures are constructed using newly compiled data on universities and regional labour markets across 19 countries. Consistent with management practices being complementary with skills, we show that firms further away from universities employ fewer skilled workers and are worse managed, even after controlling for a rich set of observables and fixed effects. Analysis using regional skill premia suggests that variation in the price of skill drives these relationships.

This publication is a part of the [European Training Foundation] ETF, [International Labour Office] ILO and [European Centre for the Development of Vocational Training] Cedefop series of guides on skills anticipation and matching. It covers the role of employment service providers in skills anticipation and matching and aims to support transition and developing countries in establishing and strengthening the role of these providers. It identifies outstanding initiatives and good practices from around the world, and gives insights into strategic choices and experimental practices that different countries have undertaken in their attempts to match skills supply with labour market demands. The examples provided make this publication a useful tool for labour market actors such as training providers, guidance and counselling officers, administrators and researchers. It is especially valuable for managers and professionals working in organisations that provide employment services.

The Asian Productivity Organization (APO) Coordinating Meeting, held in Phnom Penh, Cambodia from 3 to 5 August 2013 sought to distinguish 'entrepreneurship' from the start-up activities of entrepreneurs. Based on discussions at the Academic Meeting on Entrepreneurship Development, this report defines entrepreneurship as the mindset that stimulates a person towards the 'doing of new things, or the doing of things that are already being done [but] in a new way (innovation)'. The Academic Meeting on Entrepreneurship Development agreed to base its research on the conceptual model of the Global Entrepreneurship Monitor (GEM) with respect to the relationship between the level or degree of entrepreneurship, and the level of economic development of a country.
Based on our discussions at the Academic Meeting on Entrepreneurship Development, and previous relevant research from GEM and elsewhere, we make the following assumptions throughout this report: There is a clear distinction between the start-up activities of entrepreneurs and entrepreneurship, the latter being the mindset that formulates the attitude, activity, and aspirations of entrepreneurs; There is a two-way cause-effect relationship between entrepreneurship and the level of economic development in a community; and the ultimate objective of the Academic Meeting on Entrepreneurship Development was to provide a productive guideline for researchers and policy makers who have serious interests in the relationship between the degree of entrepreneurship and level of economic development of a country.

In this second edition, [the authors] outline the major changes related to higher education affordability around the world in 2011. In order to keep [the] sample manageable, [the authors] have kept [the] inquiries to a selection of 40 countries that collectively best represent the global situation. Of these, [the authors] were able to secure information on tuition fees in 37 countries and on financial assistance in 39. The paper is organised as follows: in chapter one, [the authors] briefly describe the key aspects of the economic, social and political context in which higher education is operating; in chapter two, [the authors] outline the different types of tuition and student aid policies that are in operation around the world and how key policy parameters vary across countries; and in chapter three, [the authors] summarize the main policy changes in key nations around the globe (based on data provided in the annex) and draw conclusions from a meta-level analysis of 2011 policy changes around the globe. The annex consists of a series of brief thumbnail sketches of policy changes in each of [the] G-40 countries.

Education quality remains a major concern among emerging economies and industrialized nations alike. At the same time, the debate surrounding what actually constitutes quality education and learning in the 21st century is ongoing. There is a growing concern that education systems are focusing too much on the accumulation of academic 'cognitive' skills at the expense of the more elusive and hard-to-measure 'nonacademic' skills and competencies. To counter these challenges, many countries and economies in the Asia-Pacific region have introduced, or are in the process of introducing, policy and curriculum changes aimed at enhancing the cultivation of such 'non-academic' skills and competencies in learners. To date, these important reforms in the Asia-Pacific region have not been widely documented, and hence, in 2013 members of the Asia-Pacific Education Research Institutes Network (ERI-Net), hosted by UNESCO Bangkok since 2009, agreed to make this their next topic of investigation. The research aims to document and consolidate reform initiatives for knowledge dissemination and policy consideration to the benefit of countries and economies in the Asia-Pacific region and beyond. In phase one, the 2013 ERI-Net research examined how different countries and economies in the region define and apply 'non-academic' skills (often termed 'non-cognitive skills') in their education policies, practices, and curriculum frameworks, and identified emerging trends and challenges. This report synthesizes 10 case studies [Australia, Hong Kong SAR (China), India, Japan, Republic of Korea, Malaysia, Mongolia, Philippines, Shanghai (China), and Thailand] and includes important information and insights gained from the discussions held during the ERI-Net annual meeting 2013. The objectives of the report are: (i) to capture the movements in the realm of 'non-academic' learning in 10 education systems in the Asia-Pacific region; (ii) to identify possible policy recommendations for promoting and enhancing well-rounded and holistic learning; and (iii) to suggest further stages of investigation.
