Adult learning today is of strategic importance with individuals everywhere aspiring to improve the quality of their life and living conditions through self-improvement and new skills. The main theme of this book is the challenge of liberating the creative forces. It is based on five years of empirical research involving countries from every region of the world with the aim of providing analytical and operational reference points for players involved in the development and implementation of new adult learning policies. The chapters are: Reconstructing the fragmented world of adult learning; The process of developing and implementing adult learning policies; The four functions of transition policies; Shifting perspectives 1: the development and liberalisation of adults' creative and productive capacities; Shifting perspectives 2: productivity and creativity: rediscovering the actor; The expression and management of social demand; Policies and measures promoting the expression and synergy of learning demand; Learning continuities and discontinuities; The transformation of the state's role; Promoting adult literacy: a revealing field; Conclusion. During the 1990s, the demand for individuals, economies and societies to raise their education levels has led to increased participation in a broadening range of learning activities by people of all ages. The challenge is to meet the growing demand for learning whilst ensuring that the learning opportunities respond effectively to the needs of learners. However, disparities in educational progress exist both between and within nations. Governments are increasingly using international comparative policy analysis to inform effective educational policy formation. As a result several countries along with OECD and UNESCO launched the World Education Indicators (WEI) pilot program in 1997 with financial support from the World Bank. This report presents an initial analysis of the data collected through this program. It synthesises data from WEI participating countries with that of OECD countries. The report demonstrates the comparative performance of education systems from a range of countries: Argentina, Brazil, Chile, China, Egypt, India, Indonesia, Jordan, Malaysia, Paraguay, the Philippines, Uruguay, the Russian Federation, Sri Lanka, Thailand, Zimbabwe and OECD countries. The analysis examines the financial and human resources invested in education, the operation and evolution of education and learning systems, and the returns to educational investment. Chapter 1 provides brief profiles of each country, highlighting educational policy, challenges faced by the education system, and reforms intended to address these challenges. Chapters 2 and 3 use an international comparative framework to analyse how countries have responded to educational demands and the effectiveness of these responses. The annex contains the indicators supporting the analysis, the classification of national education programs, and other relevant technical information. Show less

Worldwide, young people are three times more likely than their parents to be out of work. In Greece, Spain, and South Africa, more than half of young people are unemployed, and jobless levels of 25 per cent or more are common in Europe, the Middle East, and Northern Africa. In the Organisation for Economic Co-operation and Development (OECD) countries, more than one in eight of all 15- to 24-year-olds are not in employment, education, or training (NEET). Around the world, the International Labour Organization estimates that 75 million young people are unemployed. Including estimates of underemployed youth would potentially triple this number. This represents not just a gigantic pool of untapped talent; it is also a source of social unrest and individual despair. Paradoxically, there is a critical skills shortage at the same time. Across the nine countries that are the focus of this report (Brazil, Germany, India, Mexico, Morocco, Turkey, Saudi Arabia, the United Kingdom, and the United States), only 43 per cent of employers surveyed agreed that they could find enough skilled entry-level workers. This problem is not likely to be a temporary blip; in fact, it will probably get much worse. The McKinsey Global Institute estimates that by 2020 there will be a global shortfall of 85 million high- and middle-skilled workers. The education, employment, social, and political systems of these nine countries span a wide spectrum. It is observed, however, that certain preferences and practices pertain across borders. By studying these commonalities and outcomes, the report is able to define global segments of young people and employers in much the same way that consumer-product companies define segments of different kinds of shoppers. The attitudes and behaviors that matter most begin to emerge. This analysis is central to the way this issue is understood, and it represents a new way of thinking about how to address the twin crises of joblessness and the skills shortage. The journey from education to employment is a complicated one, and it is natural that there will be different routes. But too many young people are getting lost along the way.

This paper investigates the link between management practices and workforce skills in manufacturing firms, exploiting geographical variation in the supply of human capital. Skills measures are constructed using newly compiled data on universities and regional labour markets across 19 countries. Consistent with management practices being complementary with skills, we show that firms further away from universities employ fewer skilled workers and are worse managed, even after controlling for a rich set of observables and fixed effects. Analysis using regional skill premia suggests that variation in the price of skill drives these relationships.

The examples of literacy and numeracy programmes included in this compilation confirm that the use of [information and communications technologies] ICTs to support the acquisition and further development of reading, writing and numeracy skills is usually part of broader blended learning strategies. Traditional classroom teaching and learning approaches are complemented by self-directed learning, where learners can practice and progress at their individual pace, at their own time, and in different places. These strategies contain also possibilities for learners to interact with each other and share the learning experience from different places. A number of programmes featured in this selection are enabling learners to connect with each other and exchange information about health, nutrition, religion and other important day-to-day topics or to coordinate their community development activities. These inspiring programmes arose from different cultural backgrounds and are transferable to a variety of contexts.

This report aims to provide an overview of international student recruitment and mobility policies by national governments in key recruiting and recruitment countries, and to identify the emerging implications of these developments for the Netherlands. The report is targeted at Dutch early-career policymakers at national and institutional levels, early-career marketing officers and researchers in the area of international student mobility. The report consists of four chapters. Chapter one sets out the focus of this study and gives an overview of the main factors that influence international student mobility. Chapter two analyses national government policies and strategies for international student recruitment in 11 countries that are active in international student recruitment. These countries include the Netherlands, France, Germany, Switzerland, the United Kingdom, the United States, Canada, Australia, Singapore, Malaysia and China. Chapter three describes national student mobility policies and the local context in recruitment countries that are (or may become) particularly important to the Netherlands. These countries are Brazil, China, India, Indonesia, Mexico, Russia, South Korea, Taiwan, Thailand, Vietnam, Argentina, Chile, Colombia and Egypt. Chapter four offers the conclusions of this study.

Despite the diversity of views in the literature about what employability skills are, there appears to be general agreement that employability skills are important. However, there are concerns about whether [technical and vocational education and training] TVET graduates in developing countries are developing these skills and the onus falls upon TVET teachers to ensure they do so. In this qualitative study, 35 TVET teachers from 19 developing countries were interviewed to learn how TVET teachers foster the employability skills of learners. Data collected were transcribed, coded and analysed using thematic analysis. Findings show that the well-published notion that TVET teachers in many developing countries do not make efforts to impart employability skills to their students could be brought into question. Results of this study show that TVET teachers use various techniques to foster employability skills in their TVET learners. Continuous professional development of TVET teachers to ensure quality graduate outcomes is recommended.

There is a massive shift underway in the global economy. In the wake of the pandemic, the world is witnessing a historic transformation in how people work, why they work and where they work. At LinkedIn, we call it the Great Reshuffle, an unprecedented moment in history where we are reimagining the future of work. People are actively acquiring new skills and pursuing new ventures. Employers are reinventing business models and creating new markets. And all of this economic upheaval, which would normally play out over the course of decades, is being compressed into a couple of years. Amid this Great Reshuffle, we're faced with an urgent need to transition our society to a green economy to address the threat of climate change.
Green skills are a critical factor in realising the success and speed of the green transition. Our data shows hiring for green skill talent is rising globally but nowhere near what's needed. In addition to diagnosing where we need to make more progress, we provide recommendations on how to close the green skills gap, upskill workers and enable the shift to more green jobs. This report provides new data on green skills and jobs from all across the world, to empower policymakers, governments and business leaders with actionable insights to help them transition the global workforce to a green economy future. We examine the gaps that exist across income, gender and education levels, and provide recommendations for actions that governments, organisations and individuals can take.

For too long US labor sociology has been reluctant to explore the world. By taking a global turn, we have much to learn from labor scholars and labor movements in the Global South - much to learn about our own peculiarities, about the possibilities and obstacles to building links across national boundaries, and about the implications of 'globalization' for both labor organizing and labor studies. In particular, the public turn taken by scholars in the Global South toward their own labor movements holds lessons for a collaboration that is always fraught from both sides. These are just some of the issues raised by the essays in this issue that examine the history of labor sociologies and labor movements in Brazil, China, India, South Africa, and South Korea.
