This paper focuses on the issue of how qualifications acquired through work experience should be recognised. Various approaches were explored including a first experiment with 'skills portfolios' and a second which attempted to establish a right to a 'skills assessment'. The third approach consisted of authorising the Ministry of Education to confer diplomas following an accreditation of professional experience = validation des acquis professionels (VAP) process. This right to grant accreditation was extended to accredtation of experiential learning = validation des acquis de l'experience (VAE). The focus on the competence frame of reference in the VAE process was perceived as detrimental to traditional education and training programs and methods and raised concerns particularly in the higher education sector. As a result the teaching community has shown some resistance to the development of these processes which may serve to discourage potential candidates.

The focus of this report, written in 1994, is on young people who are unable to enter the workforce due to a failure to qualify in initial vocational training. The study is based on national reports from Member States, each prepared by an independent expert. The report is structured sequentially on the progress of the young person through the sucessive stages of compulsory school and initial vocational training, with emphasis on those at risk. The conclusions are set out as an agenda for the European Community to consider and annexes are appended with more detail. Show less

The French government adopted a policy of raising the education level of young people following a vocational track in response to the growing problems this group was experiencing in entering the labour market. To achieve these ends, a new diploma was created, the ‘bac professionnel’. In the French education system, the baccalaureat has traditionally operated as both a level of education and a social barrier. The baccalaureat thus offers its holders both the chance to follow higher-level studies and also access to middle and upper-middle class jobs. In creating a ‘bac professionnel’, the French government destroyed the barrier between the middle and the working classes and opened the university gates to young people who until then had been denied access. The effects of the policy have meant the ‘massification’ of higher education, but also a marked loss of clarity in the way upper levels of education and training are organised, and, at company level, the phenomenon of overqualified people in subordinate positions.

The Agora Thessaloniki is a forum for vocational education and training issues. Jobrotation is a scheme for investing in human capital by allowing rotation between employment and training. It enables: employees to leave their jobs temporarily in order to be trained without this causing any major break in production; replacement from outside the firm for the employee who is receiving training so that the number of employees in the firm remains unchanged and replacement workers are operational immediately; and the firm to benefit from the increased efficiency of the employees who have returned from training whilst at the same time allowing their replacements to have acquired new skills. Agora VIII, on Jobrotation, aimed to: review the implementation of Jobrotation in Europe; analyse Jobrotation as good practice; and consider the future of Jobrotation. In 1998, more than 100 researchers and vocational training experts from most European Union (EU) Member States and other countries in Central and Eastern Europe attended a conference that was held in collaboration with the German Federal Ministry for Education, Science, Research and Technology and the European Training Foundation (ETF) to: examine how comparative vocational training research is related to policy and practice and how it contributes to the transfer of innovation in the European context; and assess the current situation and highlight prospects for the development of comparative vocational training research in future.
This paper from the fourth workshop examines the management of training time, which is seen to shape a nation’s training system, in two very different societies. The paper begins by looking at the differences in philosophy and time frames between training systems in Denmark and France before proceeding to illustrate the similarities which emerged between the two systems.

Manning summarises the outcomes of the project INTEQUAL. INTEQUAL was carried out with the financial support of the European Commission in the framework of the Leonardo da Vinci Programme. This paper begins with a comparative analysis of national schemes of dual qualification. This is followed by a more detailed investigation of three transnational issues of dual qualification. They are: (1) integrated learning processes; (2) supporting transitions to higher education; and (3) tracing careers. International exchange and promotion programmes began to become relevant to vocational education and training after World War II, initially operating at transnational level between nation states. In Europe the binational or multinational programmes of nation states or specific providers have been gradually complemented or replaced by those of supranational institutions, such as EU [European Union] programmes. Programmes have also been developed by national and international organisations (such as the World Bank, the OECD and the ILO) and by supranational institutions (e.g. the EU) for vocational training cooperation with threshold and developing countries. Those arranging and funding these programmes, particularly at a political level, want programme evaluation to provide feedback and explain and justify public expenditure. They also expect continuous improvement of programmes through more precisely defined goals. Formative evaluation requires an approach capable of explaining the origin of desired or undesired results more so than summative evaluation. At a teaching level, the explanation is usually complex. Only a sufficiently complex explanatory model can provide valid suggestions for improvement. Consequently, evaluation must build on a design that takes potential success factors into account. However, an evaluation design must not only fulfil the criteria of complexity and precision, but it must also be acceptable to trainees and project organisers and economically viable. Because of the high costs involved, it is rare for an evaluation to be carried out to a high scientific standard. It is important, however, to reach an acceptable compromise. To help practitioners decide on the appropriate approach and on what are relevant results, a description of evaluation tools and their relative advantages and disadvantages are included here. After an introduction focused on evaluation standards we selected four examples: Leonardo da Vinci Programme of the EC, the Community Study Visits Programme of the European Commission, the German-French Youth Foundation and the International Exchange Programme for VET Specialists of the German Federal Government. A summary and recommendations for future practice conclude this study.

This chapter gives a comparative overview of the professionalisation of the childcare professions in the Flemish Community of Belgium, England, France, New Zealand and Denmark. Its first aim is to highlight a paradox in the professionalisation of childcare in Flanders; with ever-higher societal expectations of professionalism, there is a strong tendency towards de-professionalisation. The second aim is to raise issues about the approach to professionalism in four countries with a high level of professionalism, as not simply a question of training, but as a social practice that is the consequence of the interaction between, on the one hand, social evolutions, policy measures and new scientific insights and, on the other hand, the researchers, the staff at childcare centres and the parents and children. The last part of the chapter describes how the comparative study on which this chapter draws, contributed to create a broad consensus in the Flemish childcare sector about the need to increase the professionalism of the childcare workforce and how this resulted in a new decree for the childcare sector.
