The Agora Thessaloniki is a forum for vocational education and training issues. Jobrotation is a scheme for investing in human capital by allowing rotation between employment and training. It enables: employees to leave their jobs temporarily in order to be trained without this causing any major break in production; replacement from outside the firm for the employee who is receiving training so that the number of employees in the firm remains unchanged and replacement workers are operational immediately; and the firm to benefit from the increased efficiency of the employees who have returned from training whilst at the same time allowing their replacements to have acquired new skills. Agora VIII, on Jobrotation, aimed to: review the implementation of Jobrotation in Europe; analyse Jobrotation as good practice; and consider the future of Jobrotation. This publication contains the agenda of the meeting, papers from the meeting and a list of participants. How far is the world progressing towards comprehensive qualifications frameworks? The 2015 global inventory of regional and national qualifications frameworks was launched on 25 April in Riga, Latvia. The inventory showcases 86 countries and examines how learning outcomes of all types of learning - formal, non-formal and informal - are being integrated into regional and national qualifications frameworks. Volume two provides an inventory of 85 NQFs and seven regional frameworks. The global inventory charts progress toward NQF goals, drawing on extensive research in the field of qualifications.

'Transnational mobility' has been on Cedefop's work program since 1997 and placements abroad, in the context of vocational education and training (VET), are becoming increasingly widespread in Europe. This study, which treats placements abroad in Europe both quantitatively and qualitatively, assesses the European, national and regional scope of activities across Europe. The report contains two main parts: The first part, which aims to provide a better understanding of placements abroad, defines the term, outlines some programs and initiatives, discusses the situation in individual countries and presents four different discourses on the use of placements abroad in VET. They are: as a means for creating cultural understanding; as a means for promoting the free movement of workers in Europe; as an element in the internationalisation of education and training in Europe; and as a method for improving the employability of people. The second part considers theoretical issues and pedagogical implications. Show less

Education and training systems are being challenged by technological, economic, social and educational developments. In Europe, the Member States are increasingly questioning the European Community’s five-level structure of training and qualification levels. In 1998, in response to this concern and CEDEFOP’s own work program, an in-depth study was launched of five national vocational education and training structures covering the following three fields: (1) an analysis of the characteristics of national qualification frameworks; (2) an analysis of the similarities and differences between the national frameworks and the 1985 European five-level structure; and (3) an assessment of whether the European structure of qualification levels is being applied in the respective European Union (EU) Member States, and if it is, to what extent. The findings of the study are presented in three volumes and this volume provides a synthesis of the five country reports. The chapters in this volume are: Introduction; The scope of national qualification frameworks; The definition of standards; The definition of qualifications; The definition of levels in qualification frameworks; The development and maintenance of standards and qualifications; The classification of qualifications at tertiary level; The European 1985 five-level classification framework and the national structures; Conclusions; Towards a renewal of a European framework of qualification levels. Cedefop aims to support the implementation of lifelong learning in an enlarged European Union and an international conference was held as part of Cedefop's special activities to emphasise this commitment. As part of the preparation for the conference, four thematic workshops were held by Cedefop to provide background information for conference workshops that will further develop the four themes. This is the report of the thematic workshop on engaging individuals in lifelong learning - mobilising resources, time and money. Practitioners, researchers and policy makers from government, the social partners and European and international organisations participated in the workshop. Key topics of discussion were: mobilising aggregate resources - human resource development in companies; mobilising citizens' resources - individual circumstances and strategies; and national policies and measures for mobilising resources: France, Hungary and Denmark.

The trainer position tends to lack recognition within companies and therefore opportunities for professional development remain insufficient. Current policies do little to support in-company trainers in this area, in particular, for skilled workers providing training on a part-time basis. Moreover, professionalisation of in-company trainers and adequate support to their activities are crucial for the quality of in-company training. In-company trainers are important actors in lifelong learning. To support knowledge sharing, the present study describes and analyses 13 case studies of initiatives promoting the professional development of in-company trainers. This report presents a selection of initiatives that support the recognition, training and professional development of in-company trainers in Austria, Belgium, Czech Republic, Cyprus, Denmark, Finland, France, Germany, Italy, Ireland, Malta, Norway and UK. The selection of case studies includes examples of: (1) establishing regulation and standardisation measures for trainers; (2) developing registers of training practitioners and other forms of quality assurance certifications; (3) validating and recognising non-formal and informal learning of trainers; (4) encouraging continuous training for in-company trainers; (6) supporting trainers through online resources; and (7) creating networks of trainers and communities of practice. Building on existing experience to promote the validation of non-formal and informal learning at national level is crucial, since in-company trainers mostly acquire knowledge, skills and competences through on-the-job learning. Other proposals for action include networking of in-company trainers at sectoral, regional, national and European level. Communities of practice, training platforms using ICT, standards, accreditation systems and registers of training practitioners are key contributions to the professional status of in-company trainers and the quality of training in companies.

Cedefop's work on the thematic country reviews (TCRs) on upskilling pathways (UP) aims at supporting Member States in the development of systematic, coordinated and coherent approaches to upskilling pathways for low-skilled adults. The aim is to undertake in-depth reviews of countries' national approaches to the implementation of the upskilling pathways Recommendation, with the support of key national stakeholders. The European Council 2016 'Recommendation on upskilling pathways: new opportunities for adults' puts low-skilled adults into the spotlight of EU and national policies and encourages Member States to offer upskilling and reskilling opportunities for the low-skilled adult population. France and Italy were the first two countries that undertook this TCR exercise in 2021; implementation is expected to last until the end of 2023.
This report summarises the outcomes of the first (micro) phase of the TCRs on upskilling pathways in France, which reflect the points of view of both the beneficiaries of the outreach and guidance schemes and services under investigation, and the professionals involved in their implementation. The TCR on UP for France highlights outreach and guidance for low-skilled adults, and the crosscutting dimensions of governance and financial and non-financial support in relation to the two areas of focus.

It is presented in 11 sections: (1) General policy context: framework for the knowledge society; (2) Policy development: objectives, frameworks, mechanisms, priorities; (3) Institutional framework: provision of learning opportunities; (4) Initial VET; (5) Continuing VET for adults; (6) Training VET teachers and trainers; (7) Skills and competence development and innovative pedagogy; (8) Accumulating, transferring and validating learning; (9) Guidance and counselling for learning, career and employment; (10) Financing: investment in human resources; and (11) European and international dimensions: towards an open area of lifelong learning. It looks at strategies related to VET policy priorities, programs and initiatives both nationally and at European Union (EU) level, and discusses how France can contribute to the building of a European open area of lifelong education and training and to the implementation of the program of work for monitoring the objectives of education and training systems in Europe, including enhanced cooperation in the area of vocational training, and developing the mobility of pupils, students teachers and researchers. It describes a variety of initiatives that have been set up with the goal of improving the transparency of the qualification systems implemented in France. In April 2020, Cedefop's community of apprenticeship experts launched an internal consultation on how European countries are managing apprenticeships in the current health emergency due to the coronavirus pandemic. Twenty five experts contributed to this exercise from: Austria, Belgium, Bulgaria, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Lithuania, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, and the UK (England and Wales). This publication is the synthesis report from the consultation. It is presented in five main sections: (1) Impact on apprenticeships school-based component; (2) Impact on company-based component' (3) Implications on contracts, remuneration; (4) Assessment and final examination; (5) Centralised support.
Some key findings: all the above countries make efforts to keep up with the learning at school via distance learning and maintain the contracts with the companies; distance learning is piecemeal, and its use very much depends on the schools' and teachers' e-skills and availability, and on sectors; the role of teachers and of cooperation at school-company level is critical to ensuring training continuity (especially via distance learning); apprentices who still go to companies, are occasionally allowed - in cooperation with schools - to make up for parts of learning meant to be delivered in schools; all schools and VET providers offering training to apprentices are closed; most countries have set up arrangements for distance learning, including organised online classes; In most countries, apprentices do not go to companies, but the situation varies by sector, scheme or education level - where it is considered safe, in-company training continues); in general, apprentices whose contracts are not suspended are paid as usual.
