Governments play a critical role in education and training systems and the labour market. Specific roles include developing policy; implementing reforms to education and training systems; ensuring quality through regulatory frameworks; funding training; promoting and encouraging social inclusion through policy and programs; and implementing labour market programs to meet industry needs. The effectiveness of education and training systems is largely dependent on policy, governance arrangements and levels of funding. An effective education and training system, responsive to changing environments, can enhance the social and economic development of a country.
