Under the 2012 Council of Australian Government (COAG) National Partnership Agreement on Skills Reform, a national training entitlement for government subsidised training place was introduced that entitled young Australians to an education or training place for any government-subsidised qualification irrespective of the ownership structure of providers. Each state/territory has its own model for implementing subsidised training.
