Definition and selection of competences (DeSeCo): theoretical and conceptual foundations: strategy paper

The program 'Definition and selection of competencies: theoretical and conceptual foundations' (DeSeCo) was launched in December 1997 within the framework of the OECD indicators project (INES) in response to an increasing interest in information about education outcomes and their effects together with a need for a common overarching conceptual frame of reference for identifying and analysing key competencies. DeSeCo aims to: provide a theoretical conceptual basis for designing and selecting key competencies; provide a foundation for the continued development of statistical indicators; and establish a reference point for the interpretation of empirical results in relation to the outcomes of teaching and learning. This paper, which focuses on the theoretical and conceptual foundations for the definition and selection of key competencies and their implications for the development of a assessment of key competencies program, describes the main conclusions reached over the course of the program, presents the relevant elements of an overarching frame of reference, establishes the criteria for the individually based competencies required for effective participation in modern democratic societies, and highlights those competencies that are important for an overall successful life and for a well-functioning society.
