Youth Guarantees and recent developments on measures against youth unemployment: a mapping exercise

In April 2013, the Council of the European Union adopted a Recommendation for a European Youth Guarantee (EYG). At its core, a Youth Guarantee is intended to provide young people with entitlement to a job, training or education within a defined period. This entitlement is provided by public institutions, usually the public employment service, often in combination with private and third-sector organisations. This background analysis outlines the EYG and discusses possible challenges to its success. Further, it provides an overview of the implementation of the EYG and the existence of recent labour market policies targeting young people in the 28 Member States until mid-November 2013. Wherever possible, [the authors] include the perspectives of national trade unions.
