Reframing the future: paradigm shifts and the implications for education and funding

In this paper the paradigm shift from teaching to learning and changes to institutional management of funding are backgrounded. It is suggested that educators, managers and financial controllers are all in the business of creating an environment conducive to high quality, successful learning and need to find ways of working collaboratively to achieve that.
