Recognising migrants' skills and qualifications: a transnational perspective: final report of Working Group 1 of the MEET EQUAL Transnational Partnership

In recent times the European Union (EU) has experienced unprecedented levels of migration. Many migrants arrive desperate to put their skills into use but find themselves either unemployed or in low-skilled work. Whilst the EU has well-documented skills gaps in high-skilled, seasonal and low-skilled positions, unemployment levels across Europe are twice as high for migrants than the host population. It was with the challenge of linking migrants to skills gaps that the partners in the Migrants Empowerment Employment Training (MEET) working group on recognising skills and qualifications was established and formed development partnerships with organisations from five countries: Austria, Germany, Italy, Netherlands and the UK. This report outlines the rationale behind the decision to find new ways to recognise migrants' skills, sets out the skills recognition models developed for each country, the ways in which the models operate and gives a case study to indicate how they function in practice. The report then moves on to consider overall learning from the models before making some recommendations about the ways in which skills might be recognised in the future. Show less
