Learning for the 21st century: first report of the National Advisory Group for Continuing Education and Lifelong Learning

This report sets out the case for the development of a culture of lifelong learning for all. In part one a proposed program of initiatives aimed at starting the process of establishing a culture of lifelong learning is set out in summary form. Part two makes the case for such a culture and some of the obstacles currently preventing its establishment. In part three a vision of such a culture is presented, and in part four the roles and responsibilities of the key partners are outlined. Finally, part five suggests the first steps necessary to begin to implement change. Recommendations and proposals are given throughout the report. Key recommendations are summarised in part one.
