A planning model for innovation: new learning technologies

The Office of Training and Further Education, Victoria (OTFE) engaged John Mitchell & Associates and Robert Bluer to undertake a project that included the consideration of a series of case studies to illustrate and inform assessments of the effectiveness of various new learning technologies. The consultants were asked to identify if, and in what circumstances, certain technologies outlined below lead to improved learning outcomes in the vocational education and training sector. In particular, they were asked to consider case studies where at least one of the following predominates: computer networks, including computer mediated communication and the Internet environment; personal computer conferencing or audiographics; videoconferencing.

The project also involved a literature review, selective consultations, and a statement of key issues for consideration during the case studies investigations. The final report includes a set of qualitative and quantitative performance indicators to enable assessment of new learning technologies (NLT) effectiveness; checklists to aid selection of appropriate technology; implementation proposals; an action plan; and eight case studies.
