Financing vocational education and training in developing countries
This paper undertakes a detailed analysis of sources of funding for vocational education in the public, private and international sectors. It was prepared for use by participants in vocational training courses conducted by the German Foundation for International Development in Mannheim. The paper provides a brief but systematic exposition of sources, institutional structures, policy implications and advantages and disadvantages of the various funding sources including taxation, employer financing, tax credit schemes, fellowships, co-financing agreements and international donor schemes.
