Effective leadership in vocational education and training

This paper was part of a session on the issue of strong leadership in vocational education and training (VET) and how VET leadership and management at the local level should respond to the pressures of globalisation. Of particular importance is the response to change in the environment of VET organisations, especially Registered Training Organisations (RTOs). Four projects on leadership in VET are currently underway in Australia addressing the following issues: (1) the balance between leadership skills and management skills in this changing environment; (2) the nature of leadership and management in VET for the new millennium; and (3) the implications of these issues for the future of VET leadership and management. This session presented and synthesised the emerging results from these projects and provided a forum for discussion of the implications of local VET leadership responses to future VET scenarios. In their paper, Ian Falk and Tony Smith provide first impressions from their research study into effective leadership in VET. The focus of their research is to determine whether effective leadership in VET is comprised of a group of attributes that are transferable from one context to another or if it is dependent largely upon the aspects of the context in which it operates. The authors suggest that answering this question is crucial to determining VET leadership criteria and professional development needs for rapidly changing VET contexts.
