Green paper on teacher education in Europe: high quality teacher education for high quality education and training

This paper has been produced by the Thematic Network on Teacher Education in Europe (TNTEE), a project funded by the European Commission as part of its SOCRATES/ERASMUS program. TNTEE is devoted to teacher education and this green paper looks at the roles of teachers and teacher education in: establishing a 'Europe of knowledge'; transforming European societies into 'learning societies'; and assisting the process of European integration for both economic prosperity as well as social cohesion. It is based on the outcomes of ongoing analyses and research and development by TNTEE, and addresses some of the key issues and persisting problems of teacher education. There are five sections to this paper: (1) High quality teacher education for high quality education and training: aims, context and overview; (2) Remarks on the current states of teacher education in the European Union; (3) The challenge of change: teacher education in rapidly changing contexts; (4) Scenarios for teacher education reform; (5) Some proposals for concrete measures relevant to teacher education reform.
