The program 'Definition and selection of competencies: theoretical and conceptual foundations' (DeSeCo) was launched in December 1997 within the framework of the OECD indicators project (INES) in response to an increasing interest in information about education outcomes and their effects together with a need for a common overarching conceptual frame of reference for identifying and analysing key competencies.
