Framework for the implementation of a competency-based vocational education and training system

This framework is intended to provide a broad overview to guide the implementation of competency-based training. Users will need to refer to the primary documents listed in the publication for definitive guidelines. The framework is the result of a number of consultative processes which have grown out of the activities of the VEETAC Working Parties on the Implementation of CBT, the Recognition of Training, and the Australian Committee for Training Curriculum (ACTRAC).

The purpose of the framework is to: explain the relationship between CBT and the other elements and initiatives which make up the national training reform agenda (such as the National Framework for the Recognition of Training); establish those requirements which have direct relevance to the implementation of a system of CBT where national agreement has been achieved; and describe the character of course development and program delivery in a competency-based system and provide a set of key principles for assessing learner achievement.
