Education, skills and employment in East London: an ecosystem analysis

This is the first research report of the East London Vocational Education and Training (ELVET) programme that explores further education (FE) college/employer forms of collaboration. It contains an overview of economic, social and educational developments across London and then focuses on East London and the four hubs comprising New City College, Newham College and Barking and Dagenham College. In this sub-regional context the report develops an ecosystem analysis in order to identify the key dynamics of the locality. The ELVET programme aims to: (1) facilitate access to training and employment in the digital, creative and health and social care sectors in East London, particularly for people from low-income backgrounds; (2) develop strategic and sustainable relationships between East London colleges and employers, resulting in more employer need and learner demand-led provision and aligned with the regional government's skills priorities; and (3) improve learning, employment and apprenticeship outcomes and progression pathways into and within work, thereby creating high skills ecosystems in East London and beyond. The programme thus requires an understanding of three key interconnected factors: the East London (and wider London) labour market, the socioeconomic dynamics within East London and the nature of its education and training system.
