As a result of the growing influence of technologies on all aspects of life including the education sector, developing countries are slowly adapting to these changes with varied results. Undoubtedly, colleges, technical educational institutions and universities around the world are using e-learning to provide an efficient learning environment to students and trainees where they can access information at any time.
This study aimed at finding the barriers that affect the proper implementation of e-learning in two vocational training institutions in Libya, which are: (1) the College of Civil Aviation and Meteorology; and (2) the Higher Institute of Occupational Safety and Health. The main aim of this study was to identify and analyse the factors that affect the implementation of e-learning in these two institutions as they provide technical and vocational training to around 400 students. The methods used to collect data in the paper include: literature reviews, direct observations and semi-structured interviews with different staff members at both institutions. It has been found that the key barriers facing the implementation of e-learning are resistance to change, technological infrastructure, curriculum development, cultural and language aspects, and management and financial support.
