Monitoring the EU headline target in education and training: methodology and country sheets

The new strategic framework for European cooperation in education and training (known as ET 2020) includes an updated set of five benchmarks to be used for monitoring European Union (EU) member states’ progress over the next years, up to 2020. Two of the five benchmarks have been made EU headline indicators in respect of which the EU member states are expected to set national targets and outline policies to achieve them. The headline indicators are: (a) to reduce the number of early school leavers to less than 10 per cent; and (b) to increase the proportion of 30-34 year olds having completed tertiary or equivalent education to at least 40 per cent. In this context, [the EU Directorate General Education and Culture] DG EaC has asked [the Joint Research Centre/Centre for Research on Lifelong Learning] JRC/CRELL to suggest methodologies for estimating the time trajectories for reaching the headline target. This paper provides the background information on the methodology employed for the evaluation tool that can be used for monitoring the headline target in education and training.
