OECD handbook for internationally comparative education statistics: concepts, standards, definitions and classifications

OECD has been developing and publishing a broad range of comparative statistics and indicators that provide insights into the functioning of education systems for over 10 years. This handbook sets out the conceptual framework used by OECD as the basis for compiling these statistics and indicators, documents the international standards for concepts, definitions, classifications, conventions and methodologies that underpin the statistics and indicators, and provides standards that allow international comparison of education statistics and indicators. The handbook contains seven chapters. Following the introductory chapter, chapter two sets out the conceptual framework for data collection on education statistics and indicators. Chapter three outlines the scope and coverage of internationally comparative education statistics while chapters four and five contain the definitions and classifications of OECD international education statistics and educational programs respectively. Chapter five also provides an overview of the International Standard Classification of Education (ISCED-97) and its practical implementation. Chapter six examines international data quality issues and the final chapter explains indicator concepts and methodologies. Annexes include: Excerpt from the Frascati manual; Excerpt from System of National Accounts 1993; Broad groups and fields of education; ISCED mapping of countries’ national programmes to ISCED levels.
