This report was commissioned by training and employment ministers from all the states and the Commonwealth through the Vocational Education, Employment and Training Advisory Committee whose membership included employer, union and government representatives. The report’s findings are the product of an extensive study of opinion throughout and beyond the TAFE system, encompassing teachers, administrators, business leaders and unions.
