Recognition of vocational training and learning: a report commissioned by the Employment and Skills Formation Council

In 1989 the Employment and Skills Formation Council (ESFC) of the National Board of Employment, Education and Training (NBEET) commissioned a broad consultation on and analysis of development and issues in skills recognition. This was in response to the lack of a common framework for accreditation of both private and public sector training courses and programs. Recognition was taken to include processes ranging from occupational analysis and setting standards through assessment and recording of assessments to the use of credentials in the labour market and workplace. A series of roundtable discussions were held and three discussion papers were distributed to encourage broad participation in improving skill recognition arrangements. The report provides a detailed analysis of the problems in the recognition of vocational training and learning, and proposes a number of possibilities that could have the potential to significantly improve the prevailing situation. The papers provide the main body of the report. Part one records 41 innovations, part two discusses issues, and part three sets out 12 possibilities for improvement in recognition arrangements. Feedback from participants in the round table discussions is incorporated in the final chapter.
