Training policy: policy responses to the effects of HIV/AIDS on human resource development in Botswana

This paper is taken from the first group session on Monday 22 July 2002 at the International Vocational Education and Training Organisation (IVETA) Conference. The vocational education and training (VET) sector in Botswana is faced with the challenge of rising labour costs due to the effects of the high infection rate of HIV/AIDS, particularly amongst youth. In this paper the author reviews Botswana’s situation, and examines strategic approaches intended to manage the impact of HIV/AIDS on the VET industry. Botswana aims for HIV prevention and care practices to be incorporated into VET institutions in order to reduce further infection, and to assist those currently infected. The Botswana Training Authority (BOTA) has an important role in integrating prevention and care strategies into individual VET institutions.
