Response to the consultation on general national vocational qualifications

This report provides an analysis of the response to a consultation exercise which took place in 1991 on the proposed form of the new General National Vocational Qualification (GNVQ). The strong support expressed through the consultation for the concept of GNVQs and the model proposed played an important part in convincing policy makers of the need for such qualifications. The report concentrates attention on those issues which proved to be controversial, and attempts to provide a balanced picture of the differing views expressed.
