This report summarizes a two-day event, titled Prior Learning Assessment and the Trades, held in February 2001 and co-hosted by the Industry Training and Apprenticeship Commission (ITAC) and the Centre for Curriculum, Transfer and Technology (C2T2). Fifty-seven representatives from key stakeholder groups identified and analyzed issues related to expanding opportunities for individuals in the trades to earn credit and recognition for their skills and knowledge. The [chief executive officers] CEOs of the two sponsoring agencies and representatives of college programs, students, business and labour highlighted the need to address these issues in the context of real and apparent skill shortages and the need for British Columbia [BC] to find new solutions to sustain a fully competent, flexible workforce into the foreseeable future. Although BC has made significant strides in offering prior learning assessment (PLA) opportunities to learners within the postsecondary system, few applications can yet be found in business and industry contexts. Even within the post-secondary system, opportunities are typically limited within trade areas.

This discussion paper focuses on one important aspect of the learning province, a tool called 'prior learning assessment' [PLA]. Through PLA individuals can systematically receive recognition and credit for what they know and can do. But as the discussion paper makes clear, within this context PLA cannot be viewed as a single, stand alone entity. PLA will best serve the learning province integrated within and across many different contexts and sectors.
