Adult community education plays an integral role in Victoria's broader education sector. The 2018 Future Opportunities for Adult Learners in Victoria project was an important first step towards understanding whether the adult community education sector is adequately equipped to support at-risk Victorians into social and economic participation. The project highlighted the importance of rallying the sector around a ministerial statement that articulated its purpose and value.

This ministerial statement is the culmination of significant work with the sector since 2018 to give adult community education the recognition and strategic direction it deserves. It establishes a reform agenda for the six years 2020 to 2025, focusing the Adult, Community and Further Education Board and the adult community education sector on adult literacy, numeracy, employability and digital skills training. It also identifies a strengthened role for the sector in supporting students to enter and successfully complete TAFE and university courses; and in upskilling and reskilling low-skilled workers who may be vulnerable to becoming unemployed as work changes. The Statement is the first Victorian Government statement on adult community education since that made by the Hon Lynne Kosky as Minister for Education and Training in 2004.

On 10 February 2006, the Council of Australian Governments agreed to a national reform agenda and this skills strategy is designed to complement it by setting out Victoria's action plan, and associated funding, to: increase young Victorians' involvement in education and training; provide more opportunities for Victorians of all ages to upgrade their skills; introduce more flexibility and choice for students; match training priorities to business needs; and help people of all ages participate in the workforce. The aim is to ensure that: Victorians have better skills, and more of them, to better function in an economy increasingly driven by innovation; the state is able to meet the challenges of an ageing population in an environment where there could be skills shortages in some industry sectors, and is equipped to prosper in the face of increased global competition. The four actions guiding the strategy are: (1) 'starting earlier' by providing greater opportunities for students to participate in vocational education and training while at school; (2) 'learning longer' by encouraging new entrants, existing workers and adult learners to develop skills throughout working life, thus retaining workers to meet future skill needs; (3) 'getting smarter' by giving all Victorians access to opportunities to increase their skills levels; and (4) 'making it easier' by providing individuals and employers with easy access to information about training options, ensuring that the education and training system can respond to future skills needs in a timely and efficient way. These reports present an analysis of activity in Victoria's vocational education and training [VET] system. They provide detail about: how many people are in government funded training; what they are training in; where they are accessing training; and whether training provision is responding to employers' skill needs. The full year report for 2014 has been prepared for key stakeholders in the Victorian training system. It summarises emerging trends in the Victorian training market for 2014 and provides a comparative overview of changes from 2009 to 2014 by provider type. Key metrics include training delivery by funding source, qualification level, course completions, age of learners and metropolitan and regional activity. A breakdown of training delivery for learners facing barriers such as unemployed young people, Indigenous and people with disabilities is also provided. Data on the provision of training linked to the skill requirements of industry and related occupations are also highlighted in the report.

Skills First [guide available in VOCEDplus at TD/TNC 136.620] is a set of reforms for the training and TAFE sector. These set a high benchmark for training quality, and support the courses that are most likely to lead to employment. This report presents a snapshot of activity in Victoria's vocational education and training (VET) system in light of the Skills First reforms enacted on 1 January 2017. It draws on data submitted to the Department of Education and Training by training providers delivering government-subsidised training in Victoria. The report provides detail about how many people are in government funded training, what they are training in, and where they are accessing training. Report highlights include: (1) student growth at TAFE and Dual Sector Universities in Victoria compared to nation-wide declines; (2) enrolments in key cohorts increased by 3.4 per cent at TAFE Network providers; (3) share of enrolments in Government priority skill areas increased to 50 per cent; (4) the TAFE Network increased its market share of enrolments and; (5) 70 per cent of students leaving training in 2017 were satisfied with their training, up 2 percentage points from the 2015 cohort.

Two years on from the implementation of the Skills First reforms [guide available in VOCEDplus at TD/TNC 136.620], the new training market settings are showing positive impacts on training quality, with improved outcomes for key industries and student cohorts, particularly throughout the TAFE Network. Student and employer satisfaction towards training outcomes point to general stability in training quality across the government-funded training system. This report provides detailed information on the student and provider profiles of the government-funded training market in Victoria over the 2018 calendar year.

The Marrung education plan is aimed at improving performance and success of Indigenous students in Victoria and close the gap in their educational outcomes. Skills First is a set of reforms for the training and TAFE sector. The reforms ensure that Victoria's training and TAFE system delivers high quality training that leads learners to real jobs. Skills First is made up of: (1) high-quality training that students and industry can trust, aligned to industry and workforce needs; (2) a real voice for industry in training; (3) funding for high needs learners who need additional support to engage with and succeed in education and training; and (4) access to targeted, relevant training for students in regional areas.

This report provides detailed information on the student and provider profiles of the Government-funded vocational education and training (VET) market in Victoria over the 2020 calendar year. VET was one of the sectors adversely impacted by the [Coronavirus Disease 2019] COVID-19 pandemic, where lockdowns and travel restrictions led to disruption in training activity. The first section of the report draws on data compiled by the National Centre for Vocational Education Research (NCVER), showing trends between Victoria and other jurisdictions. The remainder of the report reflects data submitted to the Department by TAFE Network providers and by other government-contracted training providers. This compares performance for the 2018, 2019 and 2020 calendar years to illustrate changes and trends for the Victorian training system over time.

The review of quality assurance confirmed there is enough data to confirm that training quality in Victoria is variable and the problem is not small, and there is a widespread acknowledgement that quality must be lifted. The Victorian Government released the Review report on 29 June 2015, alongside a Government response, and has accepted all 19 of its recommendations. The Government will focus effort across five key areas: (1) an immediate targeted blitz on low quality providers; (2) prioritising quality in determining eligibility to deliver government funded training; (3) improving key factors in a student's training experience, such as the duration of training and the skills and abilities of trainers; (4) actively monitoring and managing the performance of contracted training providers; and (5) empowering students and employers to drive quality through informed choices and consumer protection. This document provides an overview of how the Government plans to implement the Review's recommendations. For reference, the recommendations are provided alongside the Government's planned actions.
