This project established performance indicators to measure the participation and success of equity target groups within Sydney Institute of Technology. The equity groups are women, persons from non-English speaking backgrounds, Aboriginal and Torres Strait Islanders and persons with a disability. To inform the Institute of its' performance in relation to targets for each of these groups nine performance indicators were developed. These are: enrolment rate; representation in award streams; pathways; student contact hours; course completion rate; module completion rate; module load completion rate; attrition; and customer satisfaction. This report presents the results of a survey of student performance in the Victorian TAFE Off-Campus Network (VTOCN) during 1985 and 1986. The variables used to measure performance were assignment returns and final results. The report also looks at the relationship between these performance variables and age, sex, field of study, stream, duration of subject, and centre at which the student was enrolled. The research method used involved compiling data from existing sets of records held by Off-Campus Centres, colleges, and the TAFE Off-Campus Co-ordinating Authority (TOCCA). Information from these records was place into one dataset which could then be analysed as a whole. The survey results are presented in three sections: enrolment characteristics; final result; and assignment returns.

In Victoria the issuing of [technical and further education] TAFE awards is the responsibility of individual college providers, and this results in wide divergent approaches to assessment and reporting. This report is the result of a project to research the nature and quality of summative reporting of student performance, to provide information for the development of policy guidelines on student reporting. Methodology used included fact finding interviews with representatives from industry, colleges, the TAFE Board and curriculum units to identify issues and concerns; the issuing of a circular to TAFE colleges and other stakeholders soliciting submissions; in depth study of practice within the areas of apprenticeship work / study traineeships, Certificate of Technology courses and preparatory programs; developmental workshops to enable students, teachers and employers to work cooperatively in identifying their concerns and needs. Under the Annual Report Departments Act, 1988 NSW Department of TAFE is required to present in its annual report qualitative and quantitative measures and indicators of performance showing levels of efficiency and effectiveness. This report discusses the statistical data from the survey. Eight indicators were identified as being high priority for the establishment of a performance indicators collection for TAFE. Initial reporting on performance would focus on TAFE's provision in relation to particular industries, hospitality/tourism/electronics/communications/computing and some preparatory courses. A short questionnaire covering various aspects of the structure of course and facilities used, was administered to students in approximately one third of classes for selected courses. A question about general satisfaction with the course was also included. The questionnaires were distributed to students in class time. At the end of each section of findings, a summary table is presented which shows for each course the percentage of students who answered each question positively. Show less

This PowerPoint presentation looks at the issue of equity and access at the TAFE New South Wales (NSW) Sydney Institute, which is the largest provider of vocational education and training (VET) in Australia. With a culturally and socially diverse student population, a major challenge for the Institute is how to plan for courses and services that would meet the learning needs of all its students. It identifies the target groups and key performance indicators, outlines the broad and targeted strategies and how equity performance and outcomes are monitored.

As this was the fourth year of the project comparisons with the 1997, 1996 and 1995 results were able to be made where questions remained the same. New England Institute of TAFE (NEIT) has an enrolment of 190,000 within an area of over 100,000 square kilometres. Some students from remote areas have difficulty getting to their local campus regularly. A similar situation exists in southern Queensland.
In 1995 NEIT and Southern Queensland Institute of Technology (SQIT) obtained funding for a Cross-Border Initiative to deliver courses using flexible delivery methods. In NSW the courses have been promoted under the name of Flexilink. Courses were developed after investigation of best practice in Australia and overseas, with quality improvement an objective of the whole project.
The article provides these two case studies demonstrating Flexilink:
Case study 1 - Advanced Certificate in Electrical Engineering has students working through largely print-based materials in their own time with evening tutorial sessions using audio-graphics and conferencing;
Case study 2 - Certificate, Advanced Certificate and Diploma in Accounting uses print-based material, telephone help line support, teleconferencing and workshops.
Evaluation of Flexilink is ongoing. NEIT intends to continue with the development of flexible delivery methods with further courses offered in 1997.
