A project in Oregon to improve the work of elder caregivers in community-based settings is a timely response to the convergence of several pressing factors: an aging population, growing demand for community-based alternatives to nursing homes, the more complicated care needs of today’s elders, and an increasingly prescriptive regulatory setting. This case study details the development and impact of Jobs to Careers in Community-Based Care, a collaboration among Portland Community College, five Portland-area assisted living facilities, and two health care industry associations. The project is one of 17 in Jobs to Careers, a national initiative that is creating ways to support the career development of frontline health care workers by blending education and work.

But how do we get more people to complete? The answer is to reduce the time to completion, according to [Jobs for the Future] JFF Vice President and Senior Advisor Nancy Hoffman. In this opinion piece, the author discusses how we are working with postsecondary institutions, systems, and state policymakers to help students move more quickly through higher education, benefiting both individuals’ career prospects and our nation’s collective economic strength.

Today, US immigrants represent an often untapped pool of workers that hold the potential to fill significant labor market needs. As a result, the Richard and Susan Smith Family Foundation (SFF) has invested in bridge-to-college programs aimed at helping immigrant English language learners make successful transitions to postsecondary education and training and employment. The results of the evaluation offer insights into the multiple ways that bridge-to-college services can help immigrants make progress in their education and work lives, and findings suggest ways that philanthropy can play a valuable role in supporting these efforts.

This brief explains how Texas can implement a college-ready curriculum for all students, while preparing them for careers with advancement prospects and future academic success in two-year, four-year, and technical colleges. It shows how the state can endorse career and technical education for high school students without embracing a two-tiered diploma system that sets lower expectations for one group of students and college-ready expectations for others. To do so, it describes the educational model of Hidalgo Early College High School, a promising and potentially replicable example of how it is possible to wed the goals of college readiness with high-quality career and technical education. This school’s adoption of an early college design in 2006, through the Texas High School Project, accelerated a more-than-decade-long effort by Hidalgo Independent School District to promote college and career readiness. JFF prepared this issue brief for the Communities Foundation of Texas, which manages the Texas High School Project’s philanthropic investments.

Workers on the front lines of behavioral health play a critical role in the care of people with mental illness, substance abuse problems, and other disorders, yet these staff members often lack clear guidelines and training on how to perform their roles. They also lack paths to higher-skilled, higher-paying occupations, leading many of the best to leave the field for better opportunities. This case study examines a unique effort to address this gap by identifying the competencies needed for frontline workers in behavioral health. It documents the work of a partnership anchored by the Philadelphia’s District 1199C Training and Upgrading Fund (a joint labor-management partnership of a union) and two of the city’s leading employers serving people with mental illness.
The partnership is part of Jobs to Careers, a national initiative that is developing the skills and career paths of workers on the front lines of health and health care. The Philadelphia project uses job competencies as the foundation for creating a curriculum and career paths for frontline workers in behavioral health. [This publication] details why competencies matter, especially for jobs lacking formal credentials or career paths. And the project provides an example of what it means to take frontline workers’ jobs seriously - understanding workers’ contributions, while expanding their knowledge and their role in the care-giving process.

The Rhode Island economy faces twin challenges: a worker gap among employers and a skills gap among workers. In combination, these are fueling a squeeze on workers and businesses. On the other hand, several new initiatives have been launched by state agencies, nonprofit organizations, and local and national foundations to upgrade the quality of services and to foster collaboration across state agencies involved in workforce development. With all of these efforts to improve the workforce system, the potential exists for lack of coordination in terms of goals, strategies, and projected outcomes. With that in mind, the United Way of Rhode Island’s Building Adult and Neighborhood Independence Steering Committee conducted a listening process with policymakers, funders, employers, advocates, and nonprofit organizations to identify common ground and potential strategies to align resources and actions around a set of shared core values for a high-performing workforce development system in Rhode Island. Based on that process, Jobs for the Future prepared Good Things from Small Packages for the committee.

High-quality career and technical education should be an option available to help all young people prepare for the 21st century economy. The Pennsylvania Department of Education retained Jobs for the Future (JFF) to develop options for state-level action to dramatically improve secondary career and technical education. This report summarizes JFF’s findings and recommendations. Significant changes are required if career and technical education is to be a first-class system available and attractive to all Pennsylvania students, generating high levels of academic preparation, technical skills, and credentials that indicate readiness for college or career.

‘Breaking Through’ is a multi-year initiative of Jobs for the Future and the National Council for Workforce Education funded by the Charles Stewart Mott Foundation, the North Carolina GlaxoSmithKline Foundation, and the Ford Foundation. ‘Breaking Through’ is helping community colleges identify and develop institutional strategies that can enable low-skilled adult students to enter into and succeed in occupational and technical degree programs at community colleges. As a major strand in the initiative, the Ford Foundation has funded research on ways to support these institutional strategies in state policy, as summarized in this overview.
State policymakers can harness the power of the community colleges to address the issues of economic growth and individual prosperity. To do so, they must address six key tasks. (1) Create a shared vision of the state’s economic future among key stakeholders in education, workforce development, and economic development - a vision that includes the reasons why increasing the number of adults with postsecondary credentials is crucial; (2) Set measurable goals for achieving the vision, including increasing postsecondary access for lower-skilled adults, and ensure that funding flows in ways that support progress toward those goals; (3) Track individual outcomes across workforce education services and into the labor market, in order to identify trouble spots and document successful approaches with an especially close look at outcomes for lower-skilled students; (4) Help community colleges connect in a broader, more strategic way with local employers, in order to link their needs to for-credit college offerings and to help lower-skilled adults get good jobs in demand in the local labor market; (5) Overhaul the content and delivery of adult education, English as a Second Language, and college remediation, in order to accelerate progress and connect these services closely to occupational pathways in the colleges; and (6) Create and expand more flexible and comprehensive financial aid strategies and more personalized career and academic counseling and support, in order to support postsecondary access and success for lower-income adults.
