This paper employs a dynamic multinomial choice framework to provide new evidence on the effect of health on labour market transitions among older individuals. [The authors] consider retirement as a multi-state process and examine the effects of ill-health and health shocks on mobility between full-time employment, part-time employment, self-employment and inactivity. In order to disentangle the roles of unobserved individual heterogeneity and true state dependence, [the authors] estimate dynamic panel multinomial logit models with random effects, assuming a first order Markov process and accounting for the initial conditions problem. [The authors] also account for potential measurement error in the self-assessed health status by building a latent health stock model and employing measures of health shocks. Using data from the first nine waves of the (2001-2009) Household, Income and Labour Dynamics in Australia (HILDA) Survey, [the authors] find that both ill-health and health shocks greatly increase the probability of leaving full-time employment towards inactivity. [The authors] also find evidence of health-driven part-time and self-employment paths into inactivity.

This report provides the findings of a 2011 survey carried out by the California Research Bureau (CRB) at the request of the California Department of Veterans Affairs (CalVet) and the Commission on the Status of Women. The CRB surveyed California's women veterans to find out what they currently need, what they needed at the time they transitioned from the military, and what are their socio-demographics. Women veterans told the authors they need help finding a job when they leave the service and that they currently want physical and mental health care. The needs for women-specific and senior-specific services are growing needs in the women veterans community as well.

While there are many positive societal implications of increased female labor force opportunities, some theoretical models and empirical evidence suggest that working can increase a woman's risk of suffering domestic violence. Using a dataset collected in peri-urban Dhaka, this analysis documents a positive correlation between work and domestic violence. This correlation is only present among women with less education or who were younger at first marriage. These results are consistent with a theoretical model in which a woman with low bargaining power can face increased risk of domestic violence upon entering the labor force as a husband seeks to counteract her increased bargaining power. By contrast, husbands of women who have higher baseline bargaining power cannot resort to domestic violence since their wives have the ability to leave violent marriages. These findings are inconsistent with the models of assortative matching in the marriage market, expressive violence, work in response to economic shocks, or under-reporting of domestic violence. The results on age at marriage are also inconsistent with the implications of a reverse causality model in which women enter the labor force to escape violent situations at home, although the results on education are consistent with that story.

This report is a collective publication comprising a review of international literature on the subject of migrant deskilling and underemployment from a gender perspective and three empirical case studies from Switzerland, Canada and the United Kingdom. It explores the disproportionate difficulties skilled migrant women can face in transferring their skills and finding employment commensurate with their education when relocating to a new country. The case studies highlight situations in which migratory status and labour market dynamics can combine to constrain skilled and highly skilled migrant women to low-skilled occupations despite their often high human capital. They also analyse the impact that such occupational downgrading can have on migrant women's well-being and the strategies that women can adopt to regain a professional status.

Educational attainment is an important predictor of future health, employment and welfare prospects and improves the ability of Victorians to participate socially and economically in their community. Students' educational outcomes, including their completion rates, are influenced by many factors including their social and economic background, their family situation, their engagement with education, and personal qualities such as resilience and self-confidence. While some of these factors sit outside the sphere of influence of schools, many are directly influenced by the school environment. The negative impacts of others can be offset by the use of appropriate strategies in schools. This audit reviewed whether the support provided to students to complete their schooling to Year 12 or equivalent is effective and whether strategies, programs and initiatives developed and implemented by the Department of Education and Early Childhood Development (DEECD) have increased the number of young people completing Year 12 or equivalent.

This paper investigates the relationship between attendance at nursery school and children's outcomes in adolescence. In particular, we are interested in child cognitive development at ages 11, 14 and 16, intentions towards tertiary education, economic activity in early adulthood, and in a group of non-cognitive outcomes, such as risky health behaviours (smoking, early pregnancy, use of cannabis) and personality traits (feelings and commitments about school; psychological wellbeing). Using matching methods to control for a very rich set of child's and family's characteristics, we find that pre-school childcare largely improves results in cognitive tests at age 11 and 14 and 16, and has a positive effect on intentions towards further education and economic activity at age 19-20. Positive effects are especially noticeable for children coming from disadvantaged socioeconomic backgrounds. Results on non-cognitive outcomes are more mixed: we do not find any evidence of improvement in psychological well-being, but we do find some positive effects on health behaviours.

This report examines possible measures of wellbeing in the Longitudinal Surveys of Australian Youth (LSAY). Wellbeing is important from a policy perspective as it is related to a variety of factors, including educational outcomes and transition from education to work; hence it is important to have effective measures of this. Wellbeing is, however, a multi-dimensional concept that involves a range of constructs encompassing physical, social and emotional aspects. This is reflected in the variety of wellbeing measures that currently exist. The analysis finds three robust factors which can be termed social wellbeing, material wellbeing and career. Importantly from a policy perspective, the three factor structure has analytical power, as there is sufficient variation in the factor scores to discriminate between groups where there is expected to be a difference in wellbeing. However the three factors do not cover all the dimensions of wellbeing discussed in the literature, particularly the psychological aspects. This suggests that more rounded measures of wellbeing are needed to supplement the current questions. The best way to do this may be to replace the current satisfaction questions with a proper wellbeing questionnaire. The report offers suggestions for enhancing the current list of wellbeing questions in LSAY. Show less
