The further education sector in the UK delivers a broad range of education and training through a wide range of organisations. Diverse performance indicators and success measures have been developed within the sector resulting in a lack of consistency in measurement systems between different types of providers. This document reports on the progress made towards a coherent range of success measures and plans for testing and using these in the future, developed by a partnership comprising the Department for Education and Skills (DfES), the Learning and Skills Council (LSC), the Office for Standards in Education (Ofsted) and the Adult Learning Inspectorate. These new measures are designed to support the commitment of the sector to equality and diversity and success for all learners. The partnership has developed a new measure of value added for learners aged from 16 to 18 across a wide range of courses and programs and proposes to improve ways of measuring the performance of individual providers in relation to: learners' success in terms of retention and achievement of qualifications; value added and distance travelled; learners' satisfaction; learners' destinations and the long-term benefits of learning; measures concerning staff; measures concerning employers; and value for money. The measures are designed to be used across the learning and skills sector, including colleges, work-based learning providers, adult learning providers and school sixth forms. Show less

A two volume report of the evidence on the demand for, and supply of, skills in England has been produced by Warwick University’s Institute for Employment Research (IER) on behalf of the Learning and Skills Council (LSC), in association with the Department for Education and Skills (DfES), the Sector Skills Development Agency (SSDA) and the Regional Development Agencies (RDAs). Volume one provides a national overview of the key issues and challenges facing those charged with delivering skills. Volume two provides a detailed review of the evidence on changing skill requirements at sectoral and local levels. This report provides results from the spatial analyses of the Skills Task Force (STF) Employers Skill Survey undertaken in 1999 (ESS 1999) in the United Kingdom (UK). It forms part of a broader investigation into the extent, causes, and implications of skill deficiencies, supported by the Department for Education and Skills (DfES). The ESS 1999 is the largest investigation into England's skill needs to date and was undertaken in 1999 to provide information for the Skills Task Force (STF). The sub-regional analyses of information from the ESS 1999 contained in the report, provide new information about the incidence of skill deficiencies at local level and their relationship with unemployment. The analyses indicate the existence of substantial variations in skill deficiencies between local areas. The findings indicate a broad North-South divide in both skill shortage vacancies in the external labour market and in skill gaps experienced internally by companies. Skill deficiencies are generally greatest in Southern England although analysis of variation within regions reveals a more complex pattern than that suggested by inter-regional comparisons.

This report provides a synthesis of the Skills Task Force (STF) Employers Skill Survey undertaken in 1999 (ESS 1999) in the United Kingdom (UK). It forms part of a broader investigation into the extent, causes, and implications of skill deficiencies, supported by the Department for Education and Skills (DfES). The Survey is the largest investigation into England's skill needs to date and was undertaken in 1999 to provide information for the Skills Task Force (STF). The study comprised: an analysis of the existing survey evidence on skill deficiencies; a questionnaire survey to determine the extent of skill deficiencies; case studies of establishments across a range of sectors to examine the relationship between skill deficiencies and economic performance; spatial analysis based on the questionnaire survey data of the location of skill deficiencies; and econometric analysis of the questionnaire survey data to investigate why skills deficiencies arise and their consequences for economic performance. This report provides a synthesis of these five elements and on the basis of the outcomes, concludes that a skills problem exists and describes its nature and extent. Three different types of skill deficiency are identified: external recruitment difficulties; internal skill gaps where employers perceived their employees' current skills as insufficient to meet organisational needs; and latent skill gaps which are based upon a concept of ideal behaviour or performance.

At a time when identifying and measuring learning outcomes has become a particular policy concern, this paper provides a useful and accessible synthesis of the understandings of terms such as achievement, outcomes and progression in adult learning. Drawing on policy documents, research and survey findings, it demonstrates that learners, educationalists and policymakers can have very different perceptions of what constitutes learning success and progression. A useful exploration of the current conundrum facing those working in post-16 learning.

This report provides the results of an econometric analysis of the Skills Task Force (STF) Employers Skill Survey undertaken in 1999 (ESS 1999) in the United Kingdom (UK). It forms part of a broader investigation into the extent, causes, and implications of skill deficiencies, supported by the Department for Education and Skills (DfES). The ESS 1999 is the largest investigation into England's skill needs to date and was undertaken in 1999 to provide information for the Skills Task Force (STF). This report investigates the causes and consequences of skill deficiencies and focuses on why they arise and what the implications are for economic performance. Two types of observed skill deficiencies are examined: external skill-related recruitment difficulties; and internal skill gaps amongst existing employees. The report also investigates unobserved, 'latent' skill gaps or those skill deficiencies not recognised by employers but which restrict the organisation's potential for economic success. The analysis is based on ESS 1999 and builds on the earlier 'Employer Skills Survey statistical report' which is indexed at TD/TNC 65.232. The focus of the analysis is on the smaller sub-set of around 4000 establishments within the total survey, where participants were involved in face-to-face interviews.

In January 2006, the Department for Education and Skills (DfES) launched a pilot project, entitled the Human Capital Benchmarking Consortium, as an initial step towards identifying the key people-related or 'human capital', drivers behind learner success rates. This report provides a summary of the findings that have emerged to date from the Consortium. Five further education (FE) colleges took part in the project by using McBassi and Company's Human Capital Capability Scorecard (HCCS), a rigorous, research-based benchmarking measurement methodology. Statistical analysis was carried out in order to identify the specific items that determine employee commitment/engagement within the FE colleges. This analysis, combined with information about the strengths and weaknesses of each of the participating colleges on these factors (i.e., their human capital management or HCM scores), was used to develop prioritised recommendations for improving learner outcomes. These involved taking action to improve the level of commitment among FE college staff. A summary of these recommendations is provided in the report. Show less
