The Australian Commonwealth Government has committed to produce, working with the States and Territories, a White Paper on the Reform of the Federation. The White Paper will seek to clarify roles and responsibilities to ensure that, as far as possible, the States and Territories are sovereign in their own sphere. The objective is to achieve a more efficient and effective federation and make interacting with government simpler for citizens. The White Paper will be developed with extensive consultation with business, non-government experts and the community. Issues papers have been released to provide an overview of the key issues in each respective policy area and pose questions with the intent to promote public discussion. The education issues paper is in two parts: part A discusses childcare and early childhood learning, and schools; and part B discusses vocational education and training, and higher education. Both parts outline the evolution of Commonwealth and State and Territory involvement in education arrangements in Australia. They also examine pressures on the current arrangements and pose questions with the intent to promote public discussion.

The Department of the Prime Minister and Cabinet (PM&C) has prepared this action plan as a response to the Commonwealth Aboriginal and Torres Strait Islander Workforce Strategy 2020-2024 [available in VOCEDplus at TD/TNC 141.337], released by the Australian Public Service Commission in July 2020. The strategy represents the Commonwealth's continued contribution, as an employer, to the 'Closing the Gap' agenda. It will direct and reinforce work to improve representation of Aboriginal and Torres Strait Islander people in the Commonwealth Public Sector and is supported by high-level implementation deliverables. This document represents a commitment by PM&C to invest for the future by building talent pipelines through emphasised recruitment and the development and retention of Aboriginal and Torres Strait Islander staff. The Australian Public Service strives to be an employer of choice for Aboriginal and Torres Strait Islander people, through focussing on culturally safe, respectful and supportive employment practices.

All jurisdictions in Australia have signed a Heads of Agreement for Skills Reform. The Agreement sets out immediate reforms to improve the vocational education and training (VET) sector and an approach and priorities for developing a new National Skills Agreement to replace the National Agreement on Skills and Workforce Development [available in VOCEDplus at TD/TNC 104.531]. The priorities in the Agreement are aimed at ensuring the VET system is delivering for students and employers and equipping Australians with the skills they need for emerging jobs.

The Commonwealth is also partnering with the states and territories to deliver the JobTrainer Fund, which will provide more access to free, or low cost, training places in areas of identified skills need.
