The paper explores the role of social dialogue and industrial relations in supporting the restructuring processes related to the implementation of [European Union] EU climate change policies, turning them into a driver for the creation of new and better employment opportunities with a particular focus on improved female participation in the labour market. It provides policy recommendations on how social partners can contribute to making the renewable energy sector more accessible and more attractive to women. The measures include, among others, promoting education, training and skills development opportunities for women, as well as anticipating and forecasting of future skills needs.

The increasing emphasise on and expansion of education and the importance of qualifications raises the issue of what happens to those who do not complete their secondary school education. This report, focusing on early school leaving in Australia forms part of the Longitudinal Surveys of Australian Youth (LSAY) research program. It focuses on students who leave school before the beginning of Year 11. The first part of the paper examines the social and demographic characteristics of early school leavers. The second part reports on the reasons for early school leaving and the third part of the study compares school leaving with social background, demographic, social and attitudinal factors. It also focuses on the effect of individual schools on early school leaving. The final section of the study examines the post-school activities of early school leavers focusing on their labour force participation.

Economic participation of women in the labour force or as entrepreneurs is low compared to peers and has declined over the past decades despite strong growth. The gap with men is over 50 per cent - the largest among key emerging markets. Participation declines with higher education achievements and family incomes. The reasons are complex: socioeconomic and cultural factors are important: family status increases if women stay home; house work has become more attractive than poorly paid market work as husbands' incomes have risen; and safety concerns and poor infrastructure keep women from market work. Nevertheless, high unemployment among educated women and revealed preference for work in surveys indicate that many women would work if conditions improved. Availability of jobs is also an issue as the high growth has not created enough jobs for men and especially for women. Specific gender policies will be needed to enlarge economic opportunities for women and to overcome socioeconomic and cultural barriers. This paper analyses the determinants of low female economic participation and recommends policies for raising it. The paper also estimates long-term growth effects of raising participation with selected policies. More and better jobs for women in India could raise growth by about two percentage points a year over time.

This study, first published in 1995, examines the experiences of older people looking for work. It demonstrates that many older people still experience difficulties in finding and keeping work, despite anti-discrimination legislation. The study includes a number of case studies based on individual interviews with people aged from their mid-forties to 80 years of age who became unemployed and attempted to re-enter the workforce. The study also sought employers who were willing to consider employing older workers and these case studies are also included. The research supports the view that age stereotyping, rather than the actual abilities of the job applicant, is responsible for the difficulties faced by many mature workers in securing employment.

This report is the first output of a project entitled 'Access to what?: how to convert educational opportunity into employment opportunity for groups from disadvantaged backgrounds'. The project was funded by the Higher Education Funding Councils for England, Scotland and Wales, Universities UK, the Commission for Racial Equality, the Council for Industry and Higher Education, the Higher Education Careers Services Unit and the Open University. The aim of the project was to improve the employment prospects of students from socially 'disadvantaged' groups. The present report provides a detailed analysis, based on survey data and [Higher Education Support Act] HESA statistics, of the factors determining graduate employability and how these affect the employment prospects of students from lower socioeconomic backgrounds, from ethnic minorities and mature students. The second phase of the project explored the policies and practices needed to create greater equity in the graduate labour market. Show less

The findings of this research are based on interviews with approximately 200 people working in the polymer industry, polymer training institutions, and industry associations. Researchers spoke to men and women working in factories and attending TAFE classes. Team leaders, trainers, and employees were asked about their company and job needs, the training they needed to do their jobs better, their hopes, and their regrets. The study focused on whether training was meeting the needs of today’s complex workforce, in which team leaders and employers work with men and women in a multi-lingual, multi-cultural workplace. Major sections of the report are: VET needs arising from a non-English speaking and semi-literate workforce; VET needs arising from changes in women’s employment; disability related VET needs; Indigenous Australians. Refer to TD/TNC 49.114 for a related journal article and to TD/ANTA 82.61 for the companion ‘Guide for decision makers and training providers in the polymer industry’. Support for people with mental disabilities in Japan was traditionally provided in the form of medical care and was strongly focused on protecting society from crime. As a result, Japan has suffered from a reputation of having the longest period of hospitalization and the highest number of beds for patients with mental disabilities in the world. One of the negative side effects of this involves the problem of human rights issues; the patient's initiative in the treatment has been completely ignored by the doctor-oriented medical practice. Welfare and employment support measures for people with mental disabilities have been developed since the 1980s, but the traditional psychiatric care models have had a pervasive influence on such measures. As people with mental disabilities were considered to require medical care rather than support for social rehabilitation, there was a delay in introducing employment support initiatives until 1988. From that time on, employment support initiatives for people with mental disabilities were developed at a rapid pace.

More women are active in the Victorian labour market now than in the past, yet women make up only a fraction of workers in Australian construction. We must put initiatives in place to ensure women can become fully qualified, well-paid tradespeople, managers and supervisors. Construction has always been a male-dominated industry, but that needs to change. That is why the Victorian Government has developed Australia's first Building Equality Policy. We recognise that there will only be equal numbers of men and women working in construction if we take steps to attract, recruit and retain women. The Building Equality Policy will create training and employment opportunities for women in the construction industry, through government procurement on building, infrastructure, civil engineering and any other capital works projects. The Victorian Government is committed to increasing the targets and requirements in the Building Equality Policy (BEP) to create a more gender inclusive industry.
