Immigration has become the major factor in Canada’s net labour force growth. Key sectors of the economy are now entirely dependant on immigration for labour force growth. The [Canadian Labour and Business Centre] CLBC, in partnership with Citizenship and Immigration Canada, held roundtables in five Canadian cities early in 2005, involving 225 participants and observers. A conclusion was reached that so-called ‘bottom-up’ initiatives are critical to many immigrant integration challenges. An equally important point was made that immigrant integration involves more than providing access to employment opportunities. The needs of immigrant families - including housing, education, health care, childcare, and financial management - are part and parcel of successful community integration. The roundtables identified a range of issues faced by immigrants, including: difficult access to programs, lack of employment opportunities; lack of national standards and barriers to inter-provincial labour mobility; community and workplace perceptions about immigration; inadequacy of language training; lack of funding for immigrant-serving agencies; and the lack of small and medium-sized business’ internal capacity to integrate immigrants. The roundtable discussions highlighted many innovative initiatives that address these issues and may prove portable to other communities. The CLBC was encouraged by the energy and creativity of community stakeholders who are developing a constructive response to the challenges that arise from attracting and integrating immigrants in the five Canadian cities visited.

This symposium is part of a series of joint events organised by the European Union (EU) and Japan since 1991. Their purpose is to promote mutual understanding and exchange of experience in the field of employment and labour market policy. Ageing and the potential shrinking of the workforce is a key challenge facing both Japan and the EU. In the EU, the main difficulty is re-establishing a culture of working after the age of 55 and, for Japan, the challenge is to maintain already high employment rates of older workers in the face of economic restructuring. The symposium examined ways of improving employment opportunities for older workers and of enabling and motivating older workers to take them up. The discussion focused on age management in the workplace, the role of the social partners and ways in which public policies can support the efforts of employers, trade unions, personnel managers and older workers themselves. The Brotherhood of St Laurence and Environment Victoria, with the support of Sustainability Victoria, organised a one-day summit that explored the opportunities, enablers and barriers to green job growth in Victoria. A unique focus was ensuring disadvantaged Victorians are able to participate in the new green economy. Key stakeholders from the community, business, education, unions, the media and government came together to share ideas about how to make Victoria a leader in greening its workforce and generating new green job opportunities for disadvantaged and other jobseekers. Meeting over two days in April 2002, participants at the roundtable discussion shared perspectives and experiences in order to review the gains and impasses of the national effort to move women into 'nontraditional occupations' and to develop a new strategic framework to increase women's access to these high-wage/high-demand occupations. The roundtable discussion brought together job training program directors, tradeswomen, state and federal policy makers, academics, attorneys, union representatives, community activists, and Wider Opportunities for Women (WOW) board and staff members. The goal of the roundtable was to explore ideas, identify points of agreement and disagreement - as well as areas that need further investigation.

The Working Visions 2001 Conference was hosted by the Western Australian Department of Training and included a team of international speakers, including leading labour market commentators, corporate executives, policy makers and futurists. They led discussions on the future of employment and training in an increasingly technology-driven, knowledge-based economy. More than 1000 delegates from Australia and Asia attended the conference, which ran in conjunction with a Working Visions Knowledge Expo, which showcased the latest innovations in information technology, training, education and service provision.

Over the past year, there have been welcome developments in the Australian labour market. Employment has grown strongly; the participation rate is close to its highest level on record and the unemployment rate has declined to be at a six-year low. This is consistent with the above-trend [gross domestic product] GDP growth in the economy. Despite these improvements, there is still spare capacity in the labour market. Unemployment is higher than is desirable and a number of workers would like to work more hours than are currently on offer. This is a large part of the explanation for the low wages growth in recent years. As detailed in our most recent Statement on Monetary Policy, we anticipate that GDP will continue to grow above trend over the next few years, which will see the unemployment rate decline further. This in turn should see wages growth pick up, providing a welcome boost to household incomes.

Today, I will look at the labour market from a number of different angles. I will begin with the recent employment data, then discuss unemployment and wages before turning to the outlook for the labour market. In analysing the labour market it is important to not get hung up on one month's data. The standard error on the change in employment each month is around ±30,000. Rather, it is more useful to look at the trends in the various labour market data, check that these are consistent and identify, and hopefully resolve, any anomalies.

To assist women already in the workforce to operate more effectively at all levels, and to enhance their promotional opportunities, it is necessary for TAFE to identify their employment training needs. A conference/workshop was held in September 1984 where representatives from industry, commerce, business, public and professional sectors were invited to provide assistance and advice concerning the curricula to meet the specific needs of women in the workforce. This document presents the results of the workshop in raw data form. Also included is a summary of recommendations and an indication of future directions for development and implementation of programmes based on these recommendations.
