The findings of this research are based on interviews with approximately 200 people working in the polymer industry, polymer training institutions, and industry associations. Researchers spoke to men and women working in factories and attending TAFE classes. Team leaders, trainers, and employees were asked about their company and job needs, the training they needed to do their jobs better, their hopes, and their regrets. The study focused on whether training was meeting the needs of today’s complex workforce, in which team leaders and employers work with men and women in a multi-lingual, multi-cultural workplace. Major sections of the report are: VET needs arising from a non-English speaking and semi-literate workforce; VET needs arising from changes in women’s employment; disability related VET needs; Indigenous Australians. Refer to TD/TNC 49.114 for a related journal article and to TD/ANTA 82.61 for the companion ‘Guide for decision makers and training providers in the polymer industry’. The genesis for 'community engineering' is from research initiated and conducted by the Regency Institute of Training and Further Education (TAFE) on behalf of the Australian National Training Authority (ANTA) into vocational education and training for Aboriginal and Torres Strait Islander people. This paper discusses the preliminary research and subsequent innovative implementation phase of the project that is presently being conducted at Meningie, South Australia, in co-operation with four Ngarrindjeri Aboriginal communities. The execution phase commenced in August 1997 with the creation of an Aboriginal controlled employment and training company. The company has contracted 20-25 trainees into an accredited two-year Construction Worker Traineeship and 6-8 trainees into an accredited one-year Small Business Operations Traineeship. Aboriginal trainees are learning and applying in their own community, under TAFE instruction, accredited industry standard engineering trade-based skills. The construction training is being applied on local infrastructure development at nominal commercial rates and the small business training is being applied in running the employment/training company.

This report presents the findings of a project established by the Equal Opportunity Commissions of Victoria, South Australia and Western Australia to examine the nature and extent of age discrimination in Australian workplaces. The specific aims of the project were to: (1) identify perceptions held of and by older workers underlying age discrimination in Australian workplaces; (2) identify forms of age discrimination in the workplace; (3) examine the extent and trend of utilisation of age discrimination legislation in Australia and overseas and barriers leading to its underutilisation; and (4) make recommendations to protect the rights to employment of older workers. The report contains directions and recommendations based on the outcomes of the research and details findings in relation to age discrimination in recruitment, training and exit policies. Appendices contain summaries of age discrimination provisions in Victoria, South Australia and Western Australia. Show less

This report is the culmination of stage one of a wider project being undertaken by the Don Dunstan Foundation. It undertakes preliminary mapping of Aboriginal employment in the Aboriginal community services sector in South Australia, identifying services which provide only for Aboriginal people and services that are not Aboriginal-specific but have a dedicated Aboriginal service component, and organisations providing services to both Aboriginal and non-Aboriginal people. The intention of the report is to provide a better understanding of the scope of Aboriginal employment in the Aboriginal community services sector in South Australia, given the absence of such information at the time of the project. The project identifies opportunities for increasing the participation of Aboriginal employment in the sector and some of the key challenges and strategies associated with this.

The Equal Employment Opportunity (EEO) review commenced in May 1996 following collaboration between the Access and Equity Branch and the Human Resources Branch. The rationale for the review was derived from a Departmental commitment to monitor progress towards achieving goals established in the EEO Policy.
The Review gathered qualitative evidence and quantitative data to measure implementation of EEO principles in employment and management practices and identified strategic directions for future EEO policy development.
The report contains ten recommendations which have been endorsed by the Equal Employment Opportunity Steering Committee; a detailed reference and bibliography list and a selected annotated bibliography. Show less

Australian Vocational Education and Training (VET) qualifications are designed to meet the skill needs of industry and increase the employability of students. In South Australia, TAFE institutes are the main public providers of VET. While many students are unemployed before commencing their study the nature of TAFE is such that most students are employed and/or seek employment during their period of often part-time study. Nevertheless, after graduation from TAFE some will be in jobs while others will not - and some will have moved to better jobs. In 1999, ACNeilson Research collected Student Outcomes Survey (SOS) data from 4,673 South Australian 1998 TAFE graduates on behalf of the National Centre for Vocational Education Research (NCVER) which manages a program of satisfaction and destination surveys for the Australian National Training Authority. Among these completing students some were employed (part-time or full-time) whereas, others were unemployed at the reference date. Some of the students were employed before starting their course while others were unemployed. The main purpose of the study is to identify student level factors that influence the probability of employment of VET students after graduation. The data employed for the study is the 1999 South Australian Student Outcomes Survey (SOS) data mentioned above. In this paper, partial least square path analysis methods are employed to examine student level factors that influence employability of students after graduation from TAFE using the PLSPATH 3.01 (Sellin, 1990) computer program. Conclusions are drawn about the student level factors that influence the employment outcomes of students.

This is the final report from a study which examined the impact of company closures in the auto industry on workers and the possibilities for after-retrenchment employment. The Australian auto industry and its workforce are in the midst of significant transition. In 2013, Australia's three car manufacturers (Holden, Ford and Toyota) announced plans to cease manufacturing operations in Australia. All major auto industry manufacturing is currently expected to end by 2017 with some 27,500 direct jobs and up to 100,000 indirect jobs likely to be impacted by the closures (Australian Government, 2014; Worrall and Spoehr, 2014). An important issue that concerns all stakeholders - including employers, unions, government and workers - regards the future of employment. Car manufacturers and the Australian, Victorian and South Australian Governments have been working through a range of initiatives to support and assist auto industry workers in career advice and counselling. Some of the areas of focus include: skills assessment and recognition of prior learning (RPL), upskilling and retraining support and identification of new employment opportunities. The principal aim of company and government-led initiatives is to support the transition of workers from their current roles to other meaningful employment.
