The paper describes several joint-use library services which have been established in post-secondary TAFE colleges in South Australia by the public library authorities in co-operation with the Department of TAFE. Services are already in operation in colleges at Noarlunga, Murray Bridge and Peterborough, and others are in the planning stages. The paper reports results of an initial survey of borrowers at Noarlunga which revealed a high level of user satisfaction with the service. The author, who has been responsible for negotiating joint-use agreements between the Department and local government, outlines the factors which [the author] considers have contributed to the successful implementation of the joint-use concept in TAFE.

This paper was presented at the UCLS Seminar on TAFE Libraries held at the University of Newcastle, [New South Wales] NSW, and has subsequently been published in UNICORN, vol. 5, no. 3, 1979. The author discusses the development of the concept of the Learning Resource Centre (LRC) in post secondary institutions in USA and Australia, describes planning for the model LRC at Elizabeth Community College in South Australia, and examines the organisational structure required for the LRC to fill its educational role effectively.

This report completes a two year study of the provision, organisation and utilisation of learning resources in TAFE colleges. The study was funded by the Commonwealth Tertiary Education Commission under its Evaluations and Investigations Program. The term 'learning resources' includes the range of materials normally associated with libraries (books, periodicals, microforms, audiovisual media), together with packages and programs designed to achieve specific learning objectives and computer-managed instruction. Information was sought by literature review, questionnaires and interviews on the existing levels and methods of provision of learning resources in two TAFE colleges in each of South Australia, Tasmania and Victoria.

The authors concluded that the provision of learning resources and library services for TAFE educational programs was perceived by TAFE administrators and some staff members as a relatively low priority. This was evidenced not only by limitations placed on the allocation of funds at the departmental level for the staffing, operation and development of college libraries and learning resources programs, but was also apparent in the attitudinal data collected in the field. As a group, college teaching staff generally showed little understanding of, or interest in, the potential role of the library in the learning/teaching process, and some were clearly of the opinion that funds spent on the library/learning resource area would be better employed on improving traditional teaching programs. At the same time, the authors noted encouraging signs that the gradual change in orientation from a teacher-centred to a learner-centred system of instruction was leading to increased attention being paid to the development, production and utilisation of learning resources.
