This report provides an overview of research concerning current developments in the area of basic skills of adults (i.e. upskilling and reskilling of the adult population in literacy, numeracy and digital skills) in selected countries, in the European Union and beyond. More specifically, an international perspective provides an insight into the ongoing practices concerning upskilling of the adults having at best lower secondary education attained (ISCED 0-2). The report encompasses practices and policy initiatives in basic skills development concerning adults with primary, less than primary, and lower secondary education in the selected countries.
The report also depicts the civil society perspective on adult learning. The European Association for the Education of Adults (EAEA) underlines the significance of adult education in enhancing people's opportunities in life, while simultaneously providing conditions for developing fairer societies as well as more economic growth. EAEA brings together 124 members in 43 European countries, and the information included is predominantly based on regular consultations with members on the topic of basic skills provision, and their feedback on the implementation of European policy initiatives such as Upskilling Pathways.

The German Adult Education Association's Institute for International Cooperation (DVV International) has been in existence for 40 years. The organisation was established to share ideas and experience in adult education with adult educators and organisations from other countries and to help support their work with technical and financial resources in addition to expertise. Over the years, DVV International has become a major instrument of development cooperation and a key player in the arena of international adult education. It is a reliable partner for adult education providers which lack sufficient resources of their own and are accordingly in need of support. It is also a leading advocate for the field in general in the constant struggle to maintain a place for adult education in the broader context of evolving education policy. This article looks back over the last 40 years and highlights some of the major achievements. Show less

Descriptions relating to individual countries include basic information on the administration and structure of their systems of education and initial vocational training at all levels (from preprimary to tertiary). Also included are descriptions of initial vocational education and training in alternance and adult education and training within provision for lifelong learning. The initial and inservice training of teachers and their status are also considered. The information is set out in accordance with a common structure to facilitate inter-country comparisons while ensuring that special features peculiar to each system are duly emphasised. The description for each country is preceded by a diagram of its education system. There has been a shift in adult education in Europe from education for personal growth towards education for human resource development. The author suggests that there is a need to develop philosophies and methods of adult education which can combine these two goals of education. This paper provides a guideline for adult education related to gainful employment but which will also foster educated citizenship and holistic self-fulfilment.

Continuous learning over the life course is necessary to effectively compete in a knowledge-based global economy. Shifts in the age structure of the US labor force combined with increased labor force participation among older adults add to the importance of gaining a better understanding of how adult education and training (AET) influences labor market outcomes for middle-aged and older workers. This study used data from the Programme for the International Assessment of Adult Competencies (PIAAC) and the Survey of Consumer Finances (SCF) to examine the relationship in the US between participation in AET programs and employment, labor force participation, income, and net worth for adults aged 45 to 65. Participation in an AET program in the 12 months preceding the survey significantly improved the log odds of both employment and labor force participation and significantly improved the log odds of moving up one income quintile. Lower income groups and the unemployed were less likely to participate in AET than higher income groups and the employed. [The authors] also compared outcomes of AET participation in the US with those in Germany, Japan, Sweden, and the UK and examined policies for lifelong learning in those countries. Show less

This article explores the International Journal of Lifelong Education archives in the period 1982–2020. We analyse how the Journal engages with the issue of inequality. This is accomplished by systematically identifying relevant articles within the archives, and reviewing these whilst taking account of the societal, cultural and political or economic contexts in which they were written. Most articles identified for review focused on specific disadvantaged groups, discussing ways in which adult education might help, support and strengthen them. A minority took a more critical approach, assessing the drivers for inequality, or problematising the role of lifelong education as a catalyst for addressing inequality or social injustice.
In our analysis, we distinguish between inequalities related to class, gender and migration/ethnicity as themes emerging from our initial sweep of the archives, however these themes are represented unequally both in terms of number and attention given across the decades. Perhaps surprisingly, given the different forms of inequality addressed in the Journal, it seems that only very few of these papers can be directly associated with historical events and contexts relevant to the times in which they were written. Theoretically driven conceptualisations of inequality are rarities within the archives, with some notable exceptions.

The article summarizes the findings of a study on adult learning professions in Europe (ALPINE) commissioned by DG Education and Culture. It explores the current professional and social situation of staff in non-vocational adult education in Germany. It describes the structures and organisations of general adult education in Germany and investigates the types of staff in adult learning institutions, their tasks and qualifications as well as their employment situation. Moreover, it highlights the major challenges for professional development in the adult education sector in Germany. The article is based on the results of a literature [review] and Internet research as well as interviews with representatives of adult learning institutions and other experts in adult education.

Commissioned by what was at the time the Federal Ministry for Education and Science, Infratest Burke Sozialforschung developed in 1979 a reporting system for continuing vocational training behaviour. The system's objective is to regularly provide up-to-date and representative information on participation rates and demand in the area of continuing vocational training in Germany. The results at hand from the 7th survey offer an overview of participation in organised continuing vocational training as a whole as well as information on its various sectors and the duration of training measures. The most important individual and employment-related parameters and parameter combinations are analysed in terms of their impact on continuing vocational training behaviour. The report closes with considerations of informal continuing vocational training, the quality of continuing vocational training and future requirements for skills. Show less

This chapter contributes to an examination of governance and marketisation strategies in continuing and vocational education from international, national and sectoral perspectives. The authors discuss the concept of governance as a theoretical concept and model for analysis, and as a 'driving force for changes in education'. They begin with a definition of education, in particular vocational and adult education, and justify approaching changes in education with the concept of governance. Criteria for the application of the concept to the field of education are outlined. The authors then discuss the connection of governance and education, with a focus on the level of universities and higher vocational education. The chapter concludes by applying the arguments to the further development of vocational and adult education in Germany.

This report presents an overview of the state of the art of adult education across EU member states and one non-EU country (Turkey), specifically focusing on the role of adult education (AE) and lifelong learning (LLL) in motivating and engaging vulnerable young adults in the 28 EU member states (referred to as the EU28) and Turkey. The aim of this report is to provide an overview of research and policy developments in AE and LLL of the EU28 and Turkey. It endeavours to investigate the effectiveness of adult education for engaging and involving young adults aged 16-30 in political, social and economic participation. The specific focus is on vulnerable young people, and in particular the report aims to highlight the extent to which AE and LLL initiatives have been effective for engaging and re-engaging vulnerable (disadvantaged) young people, and facilitating their social inclusion across the EU28 countries. The concept of active citizenship (AC) is considered to provide a better understanding of social inclusion and participation of vulnerable young people, where AC is seen as related to the following: social, political or economic dimensions of participation and engagement. Engaging vulnerable young people through adult education has been strongly related to addressing the specific needs and requirements that would facilitate their participation in the social, economic and civic/political life in their country contexts.
