Education: fundamental human right or strategic tool in support of economic growth? How does commodity-dependence influence education policy and practice? What is the role of vocational training vis-a-vis university education in developing countries? Are MOOCs and Chinese cooperation a game changer for higher education in Africa? And how does student migration sit vis-a-vis the globalisation of knowledge? These and other questions lie at the heart of this collection of essays which explore 50 years of international discourse surrounding education and development. Drawing on examples from Africa, Asia and Latin America, the articles examine issues hitherto largely neglected, but of increasing relevance to researchers and policymakers.

The post-2015 development agenda sets 17 Sustainable Development Goals (SDGs) and 167 targets. People are at the centre of sustainable development. However, sustainable development cannot be realized without educated people. Education has long been understood to be the key to sustainable development. All the programmes featured in this publication provide encouraging examples of the role adult literacy and education can play in enabling sustainable development. They also point to an urgent need for future policy development on the achievement of the Sustainable Development Goals to incorporate adult literacy and learning, promoting a transformative and holistic approach to the empowerment of disadvantaged individuals, families and communities. The implementation of the post-2015 development agenda - in particular, the education-related targets - requires the mobilization of sufficient resources for adult literacy and education to make sustainable development a reality for millions of people who have, until now, missed out.
The literacy programmes featured in this publication are drawn from every region of the world and testify to the central role of literacy in responding to sustainable development challenges such as health, social equality, economic empowerment and environmental sustainability. Most literacy programmes set out to combine at least two of the three dimensions of sustainable development - social equality, economic empowerment and environmental sustainability - and many of them target women.

In 2010-11, the International Labour Office (ILO) conducted research in a sample of 21 countries, in collaboration with the European Centre for the Development of Vocational Training (Cedefop). The research resulted in the ILO report 'Skills for green jobs: a global view' [available in VOCEDplus at TD/TNC 105.943] and in Cedefop's synthesis report for selected EU countries [available in VOCEDplus at TD/TNC 102.155]. The report identified major gaps in, and shortages of, skills for green jobs, looked into the alignment between skills, environmental policies and institutional arrangements, and suggested policy response strategies and good practices. Nearly 10 years on, this new round of research, conducted in 2018, updated information from countries covered in the previous study and included an additional number of countries where the review was done for the first time. The main objectives of this global qualitative and quantitative analysis are to identify: the scale of the need for reskilling and upskilling to realize the employment potential of the transition to environmental sustainability (the 'green transition'); changes in occupations, skills gaps and skills shortages in meeting the skills demand of the green transition; progress made since 2011 in the countries surveyed then in coordinating skills and environmental policy matters across ministries and between public and private sectors; the specific needs of vulnerable and disadvantaged groups in adjusting to change, and effective skills policy measures to increase productivity and support a just transition.

Labour administrations face major challenges in today's rapidly changing world of work and this monograph examines how they are coping with globalisation, modernisation and political and financial constraints while still contributing to their countries' economic and social development. The book is presented in two main parts. The first part contains the following three chapters: 'A state of upheaval' which outlines some major developments that have changed the foundations of public administration, the new operating conditions for public administration and the new challenges for labour administration; 'Trends in modernization' which highlights general trends relating to labour administration activities in different countries, covering the historical background, changes in the institutional framework, policy implementation, human resource management, the contribution made by information technology, partnerships, funding and evaluation systems; 'Making improvements' which examines the changes taking place in society covering the parameters of change, quality management and assessment in the labour administration system. This chapter is part of a book that examines the skills development agenda for youth by exploring two key questions for sustainable livelihoods: What are the skills needed for employability in developing countries, especially in Africa and Asia? And, what skills are currently possessed by students and secondary school leavers? Over the course of 2011-2013, Results for Development Institute (R4D) worked with partners in Africa and Asia to understand the demand and supply side of the employability issue. Twelve focus countries were selected in each region for the research, covering Francophone Africa, East Africa, South Asia, and Southeast Asia.
It is generally acknowledged that the curriculum in secondary education in many developing countries has remained unchanged for more than half a century. Its main focus is on enabling students to acquire discipline-orientated cognitive knowledge leading to entry into tertiary education. Yet, in the context of today's global economy, secondary education is the level from which the majority of youth try to enter the labour market. This chapter offers two innovative and instructive case studies on how two countries - Senegal and India - are focusing on systemic curriculum change that incorporates skills for employment and access to the labour market.

Both technical and vocational education and training (TVET) and business management skills training have traditionally been viewed as key employment promotion instruments by policy makers. Many employment policies in developing and developed countries make reference to both types of training as tools to address unemployment. The underlying assumption is that the combination of these two types of skills building can yield higher impacts in terms of access to employment or self-employment opportunities. The author notes that little has been done to document and analyse how the different training contents and delivery mechanisms best go together. Do they produce additional benefits for those who have access to both types of training? How should institutions best structure the different types of training? This paper tries to provide first answers to these questions by reviewing recent initiatives of combining TVET with Start and Improve Your Business (SIYB) enterprise management training in four countries and extracting first lessons.
Key messages about the combination of vocational skills and business skills training are that: (1) available qualitative evidence suggests positive outcomes for trainees; (2) there is growing evidence that the combination of services work better than a single service delivered in isolation; and (3) with hundreds of training outlets, many national TVET systems provide an excellent platform to selectively add on other training products and services, potentially enhancing labour market outcomes.

Although girls are approximately half the youth population in developing countries, they contribute less than their potential to the economy. The objective of this paper is to quantify the opportunity cost of girls' exclusion from productive employment with the hope that stark figures will lead policymakers to reconsider the current underinvestment in girls. The paper explores the linkages between investing in girls and potential increases in national income by examining three widely prevalent aspects of adolescent girls' lives: early school dropout, teenage pregnancy and joblessness. The countries included in the analysis are: Bangladesh, Brazil, Burundi, China, Ethiopia, India, Kenya, Malawi, Nigeria, Paraguay, Senegal, South Africa, Tanzania, and Uganda. The authors use secondary data to allow for some comparability across countries. They find that investing in girls so that they would complete the next level of education would lead to lifetime earnings of today's cohort of girls that is equivalent to up to 68 per cent of annual gross domestic product. When adjusting for ability bias and labor demand elasticities, this figure falls to 54 per cent, or 1.5 per cent per year. Closing the inactivity rate between girls and boys would increase gross domestic product by up to 5.4 per cent, but when accounting for students, male-female wage gaps and labor demand elasticities, the joblessness gap between girls and their male counterparts yields an increase in gross domestic product of up to 1.2 per cent in a single year. The cost of adolescent pregnancy as a share of gross domestic could be as high as 30 per cent or as low as one per cent over a girl's lifetime, depending on the assumptions used to calculate the losses.

Japan's aid emphasizes the importance of human resources development and self-help efforts based on its own experience. This fundamental belief is reflected into dual objectives of skills development to contribute to both promotion of growth and improving the living conditions of the disadvantaged. Two cases of skills development projects are presented, one in post-conflict Southern Sudan, another to develop a regional hub of training center in Senegal, each representing a different objective. They provide ideas on how Japanese assistance in this area can respond to challenging needs by study-based designing and building of a partnership among key stakeholders, and how it helps build institutional capacity through long-term assistance.

Like all workplaces, National Statistics Offices (NSOs) need to build the capacity necessary for their staff and particular circumstances within the overall global requirements for NSOs. International organisations which offer training in official statistics may advise on courses, but NSOs organise ongoing training programmes and frameworks appropriate for their staff and needs. In addition, programmes or training units developed by or with NSOs often provide training for other government entities in their countries. In some regions of the world, regional training centres support NSOs in training their staff, mainly by helping to identify needs and supply training.
This report describes an investigation into how training is organised at NSOs and, where appropriate, how they are supported by regional training centres to build the capacity they need. Training offered by NSO's in countries where the NSO is not well established often lack systematization. It is often ad hoc and focused on what is available rather than the specific skill needs of the staff. Training also suffers from lack of prioritization. In countries where funding is tight, training is often deprioritized at the expense of competing needs. In these contexts, staff must rely on their own motivation and initiative to obtain training because they do not often have comprehensive training at their fingertips.
