Technical and Vocational Education and Training (TVET) has the potential to support full and productive employment, enhance productivity and structural transformation, and accelerate sustainable development by equipping youth and adult workers with the skills needed in fast-changing labour markets. Nevertheless, many African countries' TVET systems struggle to meet labour market demands and the aspirations of people due to a lack of effective linkages between TVET systems, institutions and social partners.

To achieve the 2063 African Agenda for inclusive growth and sustainable development, it is necessary to modernize and strengthen TVET in Africa. To this end, the African Development Bank (AfDB) and the International Labour Organization (ILO) collaborated to jointly analyse TVET systems in Africa and formulated recommendations to guide increased investment in skills development and enhance stakeholder capacity to improve TVET performance. Based on survey results for 16 countries (Burundi, Cameroon, Chad, Cote d'Ivoire, the Democratic Republic of the Congo, Egypt, Eritrea, Ghana, Kenya, Mauritius, Namibia, Nigeria, Senegal, Tanzania, Tunisia and Zambia), the study identifies key recommendations supporting increased investments in skills development and in improving TVET performance. The report's findings and recommendations align with the AfDB's Skills for Employability and Productivity in Africa (SEPA) Action Plan 2022-2025 [available in VOCEDplus at TD/TNC 150.258] and the ILO's strategy on skills and lifelong learning for 2022-2030 [forthcoming]. The AfDB and the ILO will continue to support African Member States in implementing the report's recommendations to enhance the role of TVET systems in Africa's growth and development.

The ILO, in partnership with the Mastercard Foundation, produced this series of policy briefs examining trends and issues in youth (young people aged 15-29) employment, including the impact of [Coronavirus Disease 2019] COVID-19 in seven sub-Saharan African countries (Ethiopia, Ghana, Kenya, Nigeria, Rwanda, Senegal and Uganda). Using the most recent harmonized labour force survey micro-datasets available on the ILO's YouthSTATS database, the briefs outline the youth labour market situation in the seven countries. The cross country brief reviews and compares the findings of the briefs on the seven countries.

By examining specific youth labour market indicators, including the share of young people not in employment, education or training (the NEET rate) and the ILO's School-to-Work Transition (STW) indicators, the briefs assess where progress has or has not been made, as well as examine the impact of the COVID-19 pandemic, providing detailed analyses of trends and issues facing young people in the labour market in these countries. The briefs pay special attention to assessing the specific labour market situation of young women and young people with disabilities utilizing data from the ILO's new Disability Labour Market Indicators Database. The briefs also outline the main youth employment policies and strategies in the seven countries. Along with reviewing traditional policies and measures aimed at promoting youth employment, the series also looks at youth-sensitive measures in the green and digital economies, as well as at gender and disability mainstreaming.
