What sort of trends can be seen in Japanese companies’ hiring practices since the global financial crisis of 2008? The author sought to clarify this issue through quantitative analysis, employing a questionnaire survey, and qualitative analysis based on interviews conducted at 17 companies. The findings clearly showed stagnation in hiring of mid-career human resources and increased preference for hiring of new graduates. As the globalization of business progresses, Japanese companies are hiring a growing number of international students and personnel with high levels of language proficiency, but they still make recruitment of new graduates the mainstay of their hiring practices.
As to why companies gravitate toward hiring young people fresh out of school, the so-called ‘white cloth’ analogy holds that these new graduates are the equivalent of white cloth that can be dyed any colour, and are thus preferred by companies seeking to imprint their in-house standards and corporate culture. The results of the author’s analysis point to the validity of the ‘white cloth’ analogy. While corporations are likely to hire more mid-career human resources as the economy improves, it appears that they will continue to rely primarily on hiring of new graduates to meet their human resource needs.

This document provides a summary of a study that was conducted as part of a research project called 'Study on improvement of labour market infrastructure concerning vocational ability development'. The aim of the study was to explain 'the realities of vocational ability development in the Japanese society, from the standpoints of both educational training service suppliers (i.e. service providers) and service users (i.e. workers)'. Subjects of the 'Career Tracking Survey' undertaken by the National Institute of Employment and Vocational Research for 10 years beginning in 1970, were surveyed to identify how the subjects, now aged around 50, have built their vocational abilities and careers. Based on the findings, the study calls for more support for job choices in schools and in the early stage of career development. The study also indicates that there is scope for expansion of the research concerning 'career and vocational ability development' and that there is a need to review the vocational ability development and ability certificate. In Japan, increasing the opportunity for non-regular employees to develop their skills is recognized as a social challenge. This paper analyzes how the introduction of a system to convert non-regular employees into regular employees affects non-regular employees' skills development based on data collected through a questionnaire survey conducted on individual employees. From the analysis, it can be concluded that if companies employing non-regular employees expand the opportunity for them to become regular employees by introducing such a system, many of the companies can not only (i) increase the opportunity for non-regular employees to develop their career and skills in the long term through the conversion to regular employee status but also (ii) help them develop skills without conversion by gradually assigning them to a progressively wider range of jobs, jobs requiring more advanced skills and jobs with greater responsibility.

This paper attempts to clarify the present situation of a generation in which career transitions have become unstable, through a survey of people in their 30s in Tokyo. Originally, a tendency for increasingly unstable transitions from school to work appeared most conspicuously among senior high school graduates. Now that they are in their 30s, however, most of them have experienced working as regular employees at one time or another, even if they entered the labor market as non-regular employees. And although the transition was not smooth, the path to regular employment appears to have been open to them. In some careers, however, a tendency to revert to non-regular employment has been seen, even after the transition from non-regular to regular employment. Behind this lie differences in working conditions among regular employees; the fact that working conditions are worse for those who become regular employees later in life is seen as a factor behind job-leaving. Even for those who were not in employment or became non-regular employees after graduation, meanwhile, seeking advice from a schoolteacher (for females) and the very act of seeking advice from someone (for males) was observed as a positive factor in the transition to regular employment later on.

At the outset of 2021, the world's students are under greater pressure than at any time in living memory and face unique challenges that leave their path to success less certain than for previous generations. The reasons are complex. The [Coronavirus Disease 2019] COVID-19 pandemic, and the vast shifts that the education system has undergone to adapt to it, have had a destabilizing effect on learning. Many students have struggled to adjust from a system of mainly face-to-face learning to one that is almost entirely online. But, even before the pandemic, life for students was tough - with student debt soaring beyond any realistic level, and an uncertain economy resulting in an ultra-competitive jobs market. Students also faced an increasing disconnect between college curricula and the real-world requirements of the modern workplace. In other words, this report argues, the education sector as a whole has not been listening to what students and graduates need from higher education. This has to change. But how? This survey aims to provide national and global data on how undergraduates experience their education - and how they see it empowering them in their lives, their career plans, and in their responses to the complex challenges of today's world. Also, how the pandemic has changed students' attitudes to their studies or their future direction.
Chegg.org commissioned polling company Yonder (formerly Populus) to conduct the survey. Yonder interviewed 16,839 undergraduate students aged 18-21 in 21 countries between 20th of October and 10th of November 2020. Sample sizes ranged from 500 to 1,007 in each country. Global results represent the combined findings of the 21 countries studied. In the 'Global findings' section of this report, the text on the left hand side of the pages refers to the global averages across all 21 countries, while the graphs on the right hand side of the pages break these results down by country. The countries included in the research are: Argentina; Australia; Brazil; Canada; China; France; Germany; India; Indonesia; Italy; Japan; Kenya; Malaysia; Mexico; Russia; Saudi Arabia; South Korea; Spain; Turkey; UK; US.

Purpose: In recent years, scholars have questioned the linear relationship between challenge stressors and positive outcomes. Nevertheless, few studies have examined whether challenge stressors and workplace learning outcomes have an inverse U-shaped relationship. Therefore, this study aims to determine whether challenge stressors have an inverse U-shaped relationship with workplace learning outcomes among young Japanese employees. Design/methodology/approach: Data were collected from 1,257 individuals in two time periods through an internet survey and analyzed using regression analysis. Findings: The findings suggest that challenge stressors have an inverse U-shaped relationship with workplace learning outcomes. Practical implications: The relationship between challenge stressors and workplace learning outcomes is positive until a certain point and becomes negative after a certain point. Hence, when promoting learning outcomes among young employees, supervisors should be careful to avoid subjecting employees to very little or excessive amount of challenge stressors. Originality/value: This study provides evidence supporting the assumption that the relationship between challenge stressors and positive outcomes has an inverted U-shape.

Background and objectives: Although most studies have not separated turnover of direct care workers (DCWs) into those who switch to another organization (switchers) and those who leave the industry (leavers), switchers and leavers have different impacts on the facilities they quit and the labor market for DCWs. We distinguished between intent to switch and intent to leave and investigated the impact of wages and training on each turnover intention. Research design and methods: Data were obtained from Japan's Fact-Finding Survey on Long-term Care Work. We included DCWs (n = 7,311) in the analyses and used multinomial regression by sex and provider type to compare those who wanted to switch and those who wanted to leave with those who wanted to remain in their current workplace.
Results: The impacts of an increase in wages and a higher training score were larger for intent to switch than intent to leave. Compared with wages, the impact of training was greater. The impact of job characteristics on turnover intention varied between women and men and across provider types. Discussion and implications: This study provides a better understanding of the difference in the determinants of switching and leaving and simultaneously increases our understanding of the differences between women and men and across provider types.

In 2017 the first nationally representative data set on gender and the future of work was collected in Australia. The 2022 data is part of a larger three-country study comparing gender and the post-[Coronavirus Disease 2019 (COVID-19)] pandemic future of work in Australia, the UK and Japan.

For decades Japan has remained at or near the top of international assessments of student learning; and in the past decade, students in Japan have become more engaged in learning. However, the government aspires to improve learning outcomes even further. This publication focuses on how Japan is reforming its education system not only to produce better learning outcomes, but to equip students with the skills they need to navigate through the unpredictable labour market of the future and to participate in society as active citizens. The report is part of a series examining how education systems are handling the challenge of preparing their students for a world of interconnected populations, rapid technological change, and instantaneous availability of vast amounts of information. The report presents examples from other countries with consistently high-performing education systems or countries that, by redesigning policies and practices, have been able to improve their education outcomes, as measured by the OECD Programme for International Student Assessment (PISA), a comprehensive and rigorous survey of students' skills and attitudes towards learning. This chapter is part of a book based on the findings of a comparative study of the relationship between higher education and employment three to four years after graduation. The Career after Higher Education: a European Research Study (CHEERS) questioned graduates in 11 European countries and Japan about their socio-biographic background, course of study, transition to employment, current employment situation, competences and job requirements, job satisfaction, and regional and international mobility. The authors analysed the links between study and subsequent employment and work according to occupational categories and income. Using the gradates' perceptions, the professional success of graduates in terms of knowledge used on the job and links between educational attainment and position were analysed to provide a more specific picture.
