This publication is part of an [Asia-Pacific Economic Cooperation] APEC project, Quality in Higher Education: Identifying, Developing, and Sustaining Best Practices in the APEC Region (HRD 04/2010). The goals of the project are to identify definitions of quality and quality assurance in higher education in the APEC region, share exemplary practices and developments, identify common elements, and initiate a foundation for continued discussion about quality and sustaining quality practices in the region. As part of this project, papers from practitioners throughout the APEC region were presented at a conference in Honolulu, Hawai'i from August 4-6, 2011. The papers presented throughout these proceedings include research and analysis by practitioners and scholars throughout the APEC region that describe quality assurance activities, and examine case studies and best practices.

The International Labour Market Updates provide key labour market data for Australia and selected overseas countries and country groups. This quarterly report shows that: (1) Labour markets remained tight in the second half of 2023 and global shortages were high in the care, transport, retail, manufacturing, construction, and information and communications technology sectors; (2) In the December quarter 2023, job vacancies remained above pre- [Coronavirus Disease 2019 (COVID-19)] pandemic levels in most high income economies; and (3) The International Labour Organisation forecasts global unemployment rates will rise modestly in 2024 because of increased joblessness in advance economies.

This study provides a basis for deepening understandings of approaches which offer effective and enhanced learning experiences for predominantly East Asian international students following provision alongside local students in UK general further education colleges. A mixed methods approach employed a largely quantitative questionnaire to access the views of 25 international students, 22 of whom were Chinese nationals, and to identify four participants (two Chinese, one Japanese and one Maldivian) for subsequent semi-structured interviews. This fieldwork was supported by the collection of college achievement data for the international students and for the local students who had studied directly alongside them.
The outcomes indicate that the international students achieved at least as well as the local students in relation to academic outcomes, and that they valued teachers who allowed their cultural experiences to directly contribute to classroom learning. The study also highlights the importance of inter-cultural activities. More prosaically, the outcomes also suggest that important concerns for these international students were that they should receive clarity in answers to their questions as part of the processes of learning, as well as the resolution of ostensibly more peripheral issues such as the quality and type of food available in the college catering outlets.

This seminar, held in Seoul, Korea in June 2003, focuses on the changes in the worlds of education and work arising from globalisation and technological advances particularly in the field of information and communications technology (ICT). Education can no longer be understood as education provided by regular schooling. Lifelong learning, and adult retraining and reskilling need to be taken into account as part of comprehensive education policies developed to meet current and future labour market needs. The seminar was intended to serve as a forum for exchanging experiences and knowledge on lifelong learning with a view to building common understandings.

Community Colleges and Global Counterparts have emerged over time as educational pathways for the traditionally disenfranchised often described as racial and ethnic groups, women, poor people and the undereducated. They are talked about for their role in preparing an educated citizenry for participation in their community generally and the society specifically, training the workforce for participation in a globally dependent society, and in many communities as the last opportunity for people to improve their lives for a better standard of living for themselves and their families. Yet, many of these institutions are unable to meet their full potential because of underfunding, perceived low status, and inadequate staffing and leadership. To maximize their potential nationally and internationally, educational leaders, policy makers, and governments must employ sustained and measurable changes in the areas mentioned above to ensure student access, success and relevance in program offerings, policy development, and enforcement. This chapter focuses on the challenges, opportunities, and recommended strategies to elevate Community College and Counterparts to help them maximize their greater potential in form and substance that makes a difference in the world's greatest asset, people.

Based on case studies of China and Japan, this study undertakes comparative research on major aspects of university curriculum and instruction-teaching activities of academics, their role in curriculum development, and their perceptions of these activities - between a mass and a universal higher education system. Major findings from the APA (Academic Profession in Asia) surveys administered in the two countries in 2011-2012 with a similar questionnaire provide hard data. However, the study also explores other contextual factors and drivers which might have affected the teaching activities undertaken by academics, their involvement in curriculum development, and their views of relevant activities. The paper argues that, although differences can be found in some aspects of the curriculum and instruction and academics' participation in these activities during the shift from the mass to universal phase of higher education, seen from the two case studies, it is less clear that the differences show the impact of transforming from mass to universal education. The national contextual factors, especially the origins of higher education and ongoing national policies in both countries, appear to play a significant role in how current academics perceived the curriculum development and instruction, and their participation in these activities. More importantly, as fundamental changes do not necessarily occur in all aspects of the curriculum and instruction, as well as the academics' views across universal and mass higher education systems, Trow's research can only be partly applied to the analysis of the curriculum and instruction in both countries.

Automation is not a new phenomenon, and fears about its transformation of the workplace and effects on employment date back centuries, even before the Industrial Revolution in the 18th and 19th centuries. Rapid recent advances in automation technologies, including artificial intelligence, autonomous systems, and robotics are now raising the fears anew - and with new urgency. The January 2017 report on automation, 'A future that works: automation, employment, and productivity' [available in VOCEDplus at TD/TNC 127.353], analyzed the automation potential of the global economy, the timelines over which the phenomenon could play out, and the powerful productivity boost that automation adoption could deliver. This report goes a step further by examining both the potential labor market disruptions from automation and some potential sources of new labor demand that will create jobs. It includes scenarios that seek to address some of the questions most often raised in the public debate. Will there be enough work in the future to maintain full employment, and if so what will that work be? Which occupations will thrive, and which ones will wither? What are the potential implications for skills and wages as machines perform some or the tasks that humans now do?

At the outset of 2021, the world's students are under greater pressure than at any time in living memory and face unique challenges that leave their path to success less certain than for previous generations. The reasons are complex. The [Coronavirus Disease 2019] COVID-19 pandemic, and the vast shifts that the education system has undergone to adapt to it, have had a destabilizing effect on learning. Many students have struggled to adjust from a system of mainly face-to-face learning to one that is almost entirely online. But, even before the pandemic, life for students was tough - with student debt soaring beyond any realistic level, and an uncertain economy resulting in an ultra-competitive jobs market. Students also faced an increasing disconnect between college curricula and the real-world requirements of the modern workplace. In other words, this report argues, the education sector as a whole has not been listening to what students and graduates need from higher education. This has to change. But how? This survey aims to provide national and global data on how undergraduates experience their education - and how they see it empowering them in their lives, their career plans, and in their responses to the complex challenges of today's world. Also, how the pandemic has changed students' attitudes to their studies or their future direction.
Chegg.org commissioned polling company Yonder (formerly Populus) to conduct the survey. Yonder interviewed 16,839 undergraduate students aged 18-21 in 21 countries between 20th of October and 10th of November 2020. Sample sizes ranged from 500 to 1,007 in each country. Global results represent the combined findings of the 21 countries studied. In the 'Global findings' section of this report, the text on the left hand side of the pages refers to the global averages across all 21 countries, while the graphs on the right hand side of the pages break these results down by country. The countries included in the research are: Argentina; Australia; Brazil; Canada; China; France; Germany; India; Indonesia; Italy; Japan; Kenya; Malaysia; Mexico; Russia; Saudi Arabia; South Korea; Spain; Turkey; UK; US.

The publication notes: (1) labour supply and skill shortages are high across the global economy; (2) while most countries have seen a recovery in GDP growth since the pandemic, growth has slowed for most advanced economies in 2023; and (3) job vacancies have grown significantly beyond pre-COVID [Coronavirus Disease 2019] levels for Australia and other English speaking countries. While vacancies are beginning to taper off in 2023, they remain at substantially higher levels for Australia and the United States.
