Increasing apprentices' participation in cross-country learning mobility has recently become a key policy initiative in apprenticeships in Europe. In December 2016, the European Commission communication 'Investing in Europe's youth' launched ErasmusPro, a policy initiative aimed at increasing long-term mobility abroad (i.e. from 3 to 12 months), for vocational education and training (VET) learners, including apprentices or recent graduates. These reports are part of a series from Cedefop's ReferNet network members that provide national overviews of international mobility of apprentices in a common format, offering a comparative dimension across the EU Member States and Norway. The reports aim at identifying possible or actual enablers and disablers of long-term cross-country mobility of apprentices at two levels: framework level (external factors to apprenticeships) and apprenticeship system/scheme design level. Cross-country mobility in apprenticeships is still a niche phenomenon, especially long-term mobility. Where possible, the reports also aim at identifying what works and what does not in existing policies, initiatives and projects regarding international mobility of apprentices (at implementation level). Cedefop's study on long-term mobility of apprentices, to be concluded at the end of 2020, will bring more in-depth evidence to support the policy.

The European policy agenda calls for an increase in the qualification levels of the working population and for overcoming the institutional divide between vocational and general education. In this spirit, common [European Union] EU instruments such as the European Qualifications Framework (EQF) and European Credit System for Vocational Education and Training (ECVET) cover all qualification levels. This research paper, covering 13 countries and six sectors, examines the kind of higher qualifications that are currently offered within vocational education, including their features, governance patterns, and degree of academisation. The paper also discusses wider issues such as parity of esteem between vocational and academic education, and the forms and degree of labour market involvement.

Social changes have led to a greatly increased need for care services, especially for the most vulnerable - the elderly, the homeless and the disabled. But what range of skills is necessary for workers in the field? Cedefop takes a closer look at the quality of their generic competences. The social care sector has expanded into one of the largest providers of jobs. In the [European Union] EU-27, over 21 million people are employed in health and social services. This represents a rise of 24 per cent since 2000 and 10 per cent of the total workforce in 2009. Yet the field continues to be understaffed and undervalued. Women constitute the vast majority of care workers. Many workers are migrants, who are likely to be less proficient in the local language and new technologies, and possibly less qualified. Moving care away from institutions and into the community also accentuates the need for a more comprehensive skills set. To explore this complex field, Cedefop decided to analyse the generic competences of two groups: front-line workers and managers in community-based services. The study includes a literature review of generic competences, including leadership. In addition, it reports from focus groups set up in five Member States with different social traditions - Germany, Poland, Portugal, Sweden and the UK. These served to identify similarities and differences in social care and to reach a definition of the generic competences needed to respond to the challenges facing Europe. Eighteen case studies of innovative training are examined to determine whether their successes can be duplicated elsewhere. The study ends with policy recommendations, including on quality assurance measures for training.

The Training of Trainers Network (TTnet) was established by CEDEFOP in 1998 as a community forum for communication, cooperation and expertise in the field of training for teachers and trainers of vocational training. This dossier, presented in both French and English, reports on the workshop held in Lisbon in May 2000 to discuss the conditions under which the validation of knowledge gained through experience can be considered a ‘professionalising factor’ for teachers and trainers. In 1997, the European Centre for the Development of Vocational Training (CEDEFOP) began a project to produce financing portraits of the vocational education and training (VET) systems within the individual Member States of the European Union (EU). Qualitative description of the flow of funding within the VET structures identifying the funding sources and allocation mechanisms is combined with quantitative data on expenditure for different training types. This report outlines the funding structures for initial vocational training (IVT), continuing vocational training (CVT) and training for unemployed people (UVT) in Portugal. The Portuguese VET system has four main spheres of activity: (1) that which occurs within the education system and is classified as IVT; (2) that which takes place within the context of labour market adjustments covering all training types; (3) sectoral programs such IVE/CVT within agriculture, fisheries, industry, health and tourism; and (4) that which takes place in enterprises comprising mostly IVT and CVT but also UVT and includes programs targeting disadvantaged people. This report analyses [vocational education and training] VET governance structures and financing arrangements in Spain, Italy, Latvia, Portugal and Sweden in view of developing and expanding apprenticeship. The study identifies 'favourable' or 'ideal' (from a theoretical point of view) governance structures and financing arrangements (normative model) that would support sustainable implementation of high-quality apprenticeship. Against the backdrop of this model, current structures in these countries are assessed and areas that need action identified. Possible options as to how apprenticeship or similar schemes could be further developed in each country are presented. Designed as action research in which relevant national stakeholders - government representatives, employers, employees and training providers - were actively involved in carrying out the assessment and discussing future policy options, the study aims to contribute to policy learning and encourage the national and international dialogue on apprenticeship.

In recent years the spread and dynamic of information and communications technologies (ICT) across Europe have been steadily increasing. Today the high importance of ICT for the EU [European Union] economy and business, services, domestic and leisure activities is obvious. ICT developments have created an ‘information society’ with consequential new possibilities and challenges in all areas of work and life. This is especially true of ICT work itself. ICT practitioners - skilled and highly skilled ICT staff - are needed to manage business and work processes in both the core ICT sector and in ICT user industries. To understand, produce and use the new information and communications technology (computers, networks, the Internet, new hard- and software applications, e-commerce, fixed and mobile telecommunications, consumer electronic devices, digital cameras and television, etc.) increasingly demands a wide range of ICT competences and skills. This report is part of a series of four studies which Cedefop launched in support of the e-Europe programme and e-skills forum set up by the European Commission in 2003, covering three user industries (automotive, banking and financing, media and graphic arts) and the ICT manufacturing industry. Its focus is on subdegree level skills and training issues. The contents are: Executive summary; Introduction; Industry need for ICT skills and practitioners: demand and supply; ICT curriculum development guidelines and new European training solutions; Cooperation in initial VET and continuing training at European level; Conclusion and recommended action; Bibliography. Case studies of an ICT systems and software company are included as an appendix.

European policy-making in vocational education and training (VET) needs to be supported by sound quantitative information. Based on their policy relevance and importance to the Europe 2020 objectives, Cedefop has selected a set of 31 statistical indicators to quantify key aspects of VET and lifelong learning. The aim is to help describe, monitor and compare countries. The indicators do not claim to assess national systems or policies. Instead, they should be used as headline figures for reflecting on progress towards the strategic objectives set for Europe. The indicators take 2010 as the baseline year and present 'statistical overviews' for the 27 European Union Member States and Croatia, the former Yugoslav Republic of Macedonia, Iceland, Norway, Switzerland and Turkey.
