The European Centre for the Development of Vocational Training (Cedefop), established in 1975, provides information on vocational education and training (VET), promotes and interprets research and identifies innovation, supports the specific needs of Cedefop's partners and provides forums for debate and links between policy makers, social partners, researchers and practitioners. Its objectives are to develop and disseminate new knowledge, to improve understandings of systems and processes associated with learning and training, and to clarify the implications of research results for decision making in policy and practice. This document sets out Cedefop's activities for 2002 based on the services it provides and the thematic medium-term priorities upon which it will focus. These priority themes are: (1) promoting competence and lifelong learning; (2) facilitating new ways of learning for a changing society; (3) supporting employment and competitiveness; and (4) improving European understanding and transparencies. The Training of Trainers Network (TTnet) was established by CEDEFOP in 1998 as a community forum for communication, cooperation and expertise in the field of training for teachers and trainers of vocational training. This dossier, presented in both French and English, reports on the workshop held in Lisbon in May 2000 to discuss the conditions under which the validation of knowledge gained through experience can be considered a ‘professionalising factor’ for teachers and trainers. The aim of the ADAPT community initiative was to help the workforce adapt to industrial change and to promote growth, employment and the competitiveness of companies in the European Union. This report, aimed at contributing to the current debate on lifelong learning in Europe, was commissioned by CEDEFOP at the end of the initiative to analyse those projects which illustrated good practice in lifelong learning. The focus of the report is on the key findings of ADAPT projects on workplace-oriented learning and learning networks. Suggestions are made based on project results and structured around the key messages of the European Commission’s ‘Memorandum on lifelong learning’ (indexed at TD/IRD 88.400). The Agora Thessaloniki is a forum for vocational education and training issues. Jobrotation is a scheme for investing in human capital by allowing rotation between employment and training. It enables: employees to leave their jobs temporarily in order to be trained without this causing any major break in production; replacement from outside the firm for the employee who is receiving training so that the number of employees in the firm remains unchanged and replacement workers are operational immediately; and the firm to benefit from the increased efficiency of the employees who have returned from training whilst at the same time allowing their replacements to have acquired new skills. Agora VIII, on Jobrotation, aimed to: review the implementation of Jobrotation in Europe; analyse Jobrotation as good practice; and consider the future of Jobrotation. This report examines the implementation of policy and practice in support of lifelong learning, focusing on vocational education and training (VET) in the Netherlands. It assesses the extent to which VET policies and actions are being influenced by lifelong learning and is structured as follows: part one focuses on the recent policy-formation process on lifelong learning in the Netherlands; part two, entitled ‘The pedagogical design of lifelong learning’ contains two studies which examine the ways in which the principles of lifelong learning are applied in the organisation and content of the provision of lifelong learning by government funded institutions for initial VET and by non-funded commercial providers; part three, entitled ‘Participation in lifelong learning: two empirical studies’ looks at participation in learning for work and for personal development; and the final section is an editorial contribution summarising the state of the art in the Netherlands in terms of structure and policy framework, curricular developments and content, learning strategies and methods, and support measures to promote participation and access, modes of delivery and actors. The European Commission's 'A memorandum on lifelong learning' (indexed at TD/IRD 88.400) emphasised the need for all citizens of the European Union (EU) to have access to lifelong learning, and the integration of groups with limited lifelong learning opportunities, such as the low-skilled, is an important priority for EU educational policy. This report presents innovative vocational training initiatives to improve the integration of low-skilled workers into lifelong learning and the labour market, analysing their transferability to other regions and countries as well as the entire EU. The report is structured as follows: chapter one outlines the structure and methodology of the study; chapter two considers the definition and typology of innovation; chapter three analyses the case studies; and chapter four presents the conclusions on innovative potential and implementation. Three cases each are analysed from Spain, Greece and Austria, and one each from Denmark, Luxembourg and Liechtenstein. The case studies are: 'The Taller de Empleo' which is an employment scheme introduced by the Spanish government aiming to (re)integrate low-skilled, unemployed people into the labour market and lifelong learning; 'The PRODYOUTH project' which was implemented in the province of Murcia in Spain, targeting low-skilled young people threatened with social marginalisation; 'The JOVEM project' which targets 14 to 18 year olds who are in danger of dropping out of the school system or training; 'Local Social Capital in Archanes', which is a pilot project in Greece supporting low-skilled, socially marginalised workers as well as voluntary groups and organisations working towards the integration of this target group; 'Combining continuing training with employment incentives' which is aimed at raising the employment results of continuing training for the lower-skilled unemployed; 'Employment through Promotion of Independent Life (E.P.I.L.) project' which was implemented to help people with disabilities find work; 'The JOB FACTORY', a welfare and employment initiative which was launched in 1996 in Austria; 'INITIATIVE APPRENTICE' which assists young apprenticeship seekers find suitable placements; 'FLEXWORK', which is a scheme targeting low-skilled workers, concentrating on older job seekers; 'Production Schools' a program which fosters the integration of low skilled unemployed young people into the labour market; 'Formation complementaire', a program integrating low-skilled Luxembourgers into the labour market and lifelong learning; and 'Vocational Promotion Year' which was launched in 2000 in Liechtenstein to motivate teenage girls and women to embark on apprenticeships and participate in continuing training. This CEDEFOP initiated study provides a global picture of in-company human resource development strategies and trends in qualifications and competence development. It is a comparative analysis of the subsidiaries of three multinational companies: Xerox; Glaxo Wellcome; and AXA Nordstern Colonia. The study shows that little agreement exists about working cultures and that despite the prevailing and even increasing consensus on the basic need to invest in employees and their training, the exact form of this investment and when, where and how it should be implemented, remain largely unanswered. The report is structured as follows: the first chapter provides an overview of the study, the theoretical background and European trends, and the methodology; chapter two provides a case study of Glaxo Wellcome; chapter three looks at Xerox (the document company); chapter four the AXA group; chapter five provides the conclusions; and the final chapter is a reference list. This report, based on surveys of owners/managers and employees of firms in the manufacturing sector in Greece, Spain, Italy, Ireland, the Netherlands, Austria and the UK, examines the skill needs of small firms in an increasingly globalised world economy. It attempts to answer questions relating to the competences required by small firms for efficient internationalisation. The following six competences have been determined as crucial for this process: (1) knowledge of foreign markets; (2) communication skills; (3) negotiation skills in international environments; (4) foreign language skills; (5) working with international systems and databases; and (6) information-related capabilities.
